Charged my Debit Card and have not received anything

I placed an order on 2/28 with a delivery date of 10-14 days, and it's now 4/2/12, and still no products received. This guy is ripping people off and his business should be shut down. My order total was 66.00 and have requested a refund immediately to no avail.

If you never receive any product, make sure you dispute the charges through your bank within the 60 day FRB Reg. E dispute period, measured from the statement date of the statement showing the disputed charges. If you let that dispute deadline slip, your bank may no longer be able to reverse the charges.
In fact, since it's been a month, and he hasn't shipped, might as well dispute now.
If you know you don't have product to ship, you also know not to charge yet.
FTC rules require that on products not shipped within 90 days of receipt of order, you notify the consumer to obtain their confirmation of the pending order before shipping, to allow them to cancel.
