I have been going every day with 'out of area' calls and 'Robo' calls from Card Holder services. The number that was listed as part of them being with Verizon and Terremark, is incorrect. In fact, they are an independent operator. With something called Ghost Lines. Unfortunently I have called several times to Verizon and to Terremark with the threat of suing there company for harassment. They have called my house every day for the past 4 1/2 years. Its nothing new. When I spoke to an operator this last time they called , he got rude with me and even cussed at me then hung up in my face. Alright fine so be it.If I take option 8 to have my number removed I am told it's an invalid option and disconnected, if I chose option 9 to speak to an operator and request my number be removed they hang up on me. *57 call tracing doesn't work. The company represents themselves as "cardholder services". They do not provide any information when requested. If I try to find out who they are they hang up on me so I cannot report them. They do not come up on caller ID so I cannot identify them in order to find a written address or have further correspondence.I took it upon myself and got  into contact with the CEO of Verizon and their personal OFFICE front desk, and was pointed to these 2 websites. http://hraunfoss.fcc.gov/edocs_public/attachmatch/DA-07-977A1.pdf

However; I feel like im still being ignored. I hope that this can help someone else along the way. It helped me a little bit but maybe it will help push everyone to start reporting it more and more. The more the reports the more this greasy company may get slammed. Not sure where to go from here myself, but Im in some serious ill moods with this company.

That implies that Verizon may believe that these two violators are still behind this massive robocalling campaign, despite past sanctions.  They would probably have the technology to trace it, even if the calls appeared "anonymous" to customer caller id.

Call FTC directly, and tell them that you were told by Verizon's headquarters that there was a connection with these already sanctioned violators.  See if they can confirm this identification.

    Similar reported response from Verizon:

Use an alias, act dumb and interested, say you have $5k to $10k of credit card debt, give phony credit card numbers, and waste as much of their time as you can.
