Unsubscribe the bsnl hungama programe

I am not interested in this programe. Even at the time these programe providers contacted me over mobile i informed them about my uninterest. Still they activated the programe in my BB connection and charged me. I informed my local office about this (but only orally). I came to know that they are still charging me on this. So please take immediate step to unsubscribe me from bsnl hungama and also take steps to see that extra charges due to this programe do not appear in my telephone bills.

They gave me toll-free number 1800 209 7010. They said that it had been cacelled. But, to my utter shock, in my bill for the month of April 2013, I was charged an amount of around Rs.350/-. I once again contacted the same number and enquired tha same. I was told that I should contact the BSNL exchange.
When I contacted the exchange, I was asked to meet the Accounts Officer-6 at the BSNL Bibikulam office in person. I had to apply leave and travel around 17 Km from my home to reach the office. There, the officer not only cancelled my subscription for the Hangama scheme, but he discounted the unauthorizedly billed amount as well.
But, then I came in for a rude shock, when in my bill for the month of May 2013, I was again charged an amont of Rs.89.55 in an unauthorized manner. I was told by the local telephone exchange that either I have to go in person to the Bibikulam office again or call the account officer 6 over the phone and get the discount again.
In the first place, why did it happen to me again and again, and where is the end?
Secondly, I shoul again apply for leave and travel 18 Km and back to get it rectified, and do I have all my leave reserved for this purpose alone, and will BSNL reimburse me the expernses incurred in travelling such a long distance again and again?
What is the remedy? Should I immediately disconnect my service?
Adding to all these, my phone is not functioning for the past 15 or so days, and even after repeated complaints, it is yet to be rectified. For all my Internet usage, I have been going to Cyber Cafes, an unnecessary expense of Rs. 30/- per hour. In case I disconnect my service, will I get a total exemption from any charges during the down time?
I am highly grieved at this haunting problem. Somebody save my soul.

I'm a MTNL customer and I want to deactivate hungama plan subscription which is activated by mistake. For deactivating when I call the toll free no-18002097010, they are not responding and disconnecting the call.
