Customer Service -- unable to fulfill parts order

I ordered a replacement belt for a Dirt Devil vacuum.   After waiting a month, every time I call I am told that their computer system is down and they cannot tell me anything about my order.   "Henrietta" said she is a manager, and all systems are down and it would be impossible for me to speak with anyone else.  When I called the corporate office, they denied that their systems are down, but they still cannot tell me why a $3 part cannot be shipped even though it is in-stock.
