MasterCard & Visa Lower Interest Rate

I’m in Northwest Indiana & the caller ID said it was someone calling from Northwest Indiana. So, I picked up & an Indian woman offered me lower interest rates on a credit card that I’ve been paying on time, in full. The thing is that I just activated my credit card today & haven’t used it to purchase not one thing yet. So, how is my non-existent payment history so amazing?! When she asked for my card #, I immediately hung up. She called right back & I declined the call.
