Keeps calling my cell and wont leave message.

Wtf!! Why cant the Attorney general of each state put an end to these unwanted calls. I literally just got a new number a few weeks ago because my old number was getting about 15 -20 calls a day from companies and numbers like this. This is out of control! Idk something called harassment.
