Deceptive rental car booking

I booked with this company online. I was quoted a competitive daily rate and offered insurance. i proceeded through payment and received a booking confirmation number. When i turned up to pick up the car i was told i had no insurance. I have tried to contact the company for three days with no response. i have lost USD36 to a scam.
Looking at the numerous reviews after my experience i'm surprised they are still in business.
