Misleading customers while booking and not ready to provide a refund for their mistake

Hi I am Hemanth Jagannath.
I had booked my flight two way tickets from Chicago to bangalore. While booking the flight tickets I had spoken to agent on call who did this booking and was told that in case if I cancel the return flight from bangalore I will be provided credit for that particular part of the fare which I can use it for future bookings on same airlines to any place with 300$ penalty and the validity to book this ticket would be one year from original booking. After this statement I went ahead and booked this ticket and now as I thought I can not make it for return flight and called cheapOair to provide me refund or credit for me as hey had mentioned to use it later before one year of the booking date , they are not ready to do so and they are not ready to listen to the recordings where I had clarified and made sure I asked the agent of cheapoair to confirm.I am in loss of more than 1500$ even after I made sure I confirmed every possible thing I can.They have mislead me and not providing me my refund and also not ready to hear to the recordings which is the proof. I am really in loss and it has caused lot of stress for me and I want to take legal action on this company for doing this to me and to stop them do the same for the new customers.The supervisor was very stubborn and was not ready to take a look at their recordings.

Please help me in the process of lodging a complaint legally.
Should I first lodge a complain in the police station, or consumer court or I am not sure .
Please help me wit the details if you have come across this situation and how to deal with this.
