service and my money

Paid on cell phone from atm couple weeks ago. 150 Ryals. It never got applied to my bill. Went to Mobily office twice with reciept from the bank. Persons at Mobily said they applied to my account. Now I get message from Mobily to come in again to settle my bill. These people are the most incompident in the world. Can U help Me pls.
