Constant phone calls with NO MESSAGE left. Reverse dialed and says it's a NON WORKING number.

Level 3 Communications is a telecom company.
Contact them directly to file complaints for abusive calling from that phone number.
If they can't stop it, file FCC complaints agains tthem.

These butt-wipes called our business this afternoon. When I answered, there was nothing. I waited. Nothing. Then it disconnected. Oh lucky me. This has been the third unwanted telemarketing/spam/scam call to our small business today - and the day is still far from over. I wish there was a way of billing these leaking anal sphincters for wasting my time. "State Services." Must be trying to trick the unsuspecting into thinking they're something legitimate and officious with that kind of generic name.
To tj: I WISH filing complaints with the FCC did any good. I've filed many complaints of blatant offenders. The FCC can't be bothered. There are too many spammers and scammers and not enough people to track them down and prosecute them. Only the most blatant offenders get any action - and that's usually only after politicians start griping about the calls. Remember the auto warranty extension phone calls? When the politicians started getting those calls constantly on their cell phones, THEN the FCC was pressured into doing something about it. I keep an ear-piercing emergency whistle next to the phone for the worst or most persistent offenders. At least I get a little satisfaction out of it - but that only works if someone actually bothers picking up the line after they've called you.
