Credit Refund for cancelled reservation

In the first week of August I booked several weeks with RCI at a resort in West Virginia and was told I had until the next day to cancel without any penalties.  My credit card was immediately charged with over $600 in exchange fees.  Due to scheduling problems with the family, I called and cancelled well within the guidelines I was given and told that a credit to my card would be submitted.  While checking my credit card balance on August 22nd I noticed there were no credits and immediately called RCI and was told the credits were sent to my credit card on August 9th.  I immediately called the credit card, spent over 1/2 hour on the phone to be told there were no credits ever submitted.  I called RCI back and spoke with Trena who now tells me that they changed the credit policy and were now issuing checks.  She was going to check with accounting.  On hold for over 5 minutes and says she can't get through to anyone in accounting I needed to call back in 2 hours.  I called back and got a rep Jackie who put me on hold for another 5 minutes.  I have throat cancer and it's very difficult for me to talk and I'm very upset with all this runaround.  Jackie said she would call me back by 4PM.  She did call back at 3PM and said I should get the checks my mid next week - August 28th.  On September 4th, even with the holiday weekend, I still do not have a check.  I called and got Ariana and after checking with accounting said they had a mixup with printing and the checks did not go out.  The checks were being re-printed and were being mailed today.  Should receive next week.  Waited until September 11th and still no check.  Called and got agent Rene and now says the check was mailed September 8th, not the 4th.  Just constantly different stories!!  Escalated call the supervisor Howard in Indianapolis who says I should have the check by Friday September 13th.  Absolutely ludicrous - it's taking over a month to get a refund and I'm only one of probably thousands of members.  Can you imagine the interest float RCI is getting with this money.  
All in all I have spent countless hours on the phone; on hold, being transferred, arguing with agents, etc.  RCI should be reprimanded by some federal agency for this treatment to their customers.  Has anyone else had similar problems?  Thank you for listening to an extremely frustrated anti-RCI customer.
