fraud

i have ordered this ring over a mounth now and have not recieved it...when i ordered it i gave my billing address and my mailing...when i got the invoice email they both had the address but no apartment number and no tracking number...when i call they say that it was being sent to my billing address.till this day i have not recieved nothin...i call and ask them for a tracking number and they say that they dont have one...even after i paid for fast shipping for one to three days and they claim that it was on back order because of high orders...and it would be shipped in the next buissness days...still no results.when i call they refunded my money for fast shipping..then when i call resently the lady was rude and try to refund me 10.00...not gonna happen...i want my rings or i want all my money back...if not i will take this to court...
