I cannot get this company to stop calling my telephone number!

Repeatedly I have been receiving telephone calls from 1-971-220-1825 and the Caller ID says Pactel.
A message is left each time this telephone number calls me, but there is no voice (human or automated) in the message and the message just offers silence.
I called this telephone number and it has some automated voice that says (to paraphrase) that some company has called me for marketing purposes and to press a certain key if I do not want to receive anymore calls. I press that key to not receive any calls in the future each time I have called this 'phone number in response to receiving a silent message and the automated voice says that it will take 24 hours to process and that then I will not receive anymore calls. Yet for a couple of weeks I have made these calls in response to the silent telephone messages and today (15-MAY-2012) yet again I received a telephone call (and silent message) and I called back and pressed to not receive calls and YET AGAIN the automated voice said that it will take 24 hours to take effect and that I will not receive anymore calls.
I am getting sick and tired of it. Still I am receiving calls. I am on the National Do Not Call List or whatever it is called. I live in Missouri. I cannot seem to find on the Internet a different telephone number so that I could speak to a human or an address for Pactel in what I think is Oregon since the Internet says that the 971 area code is in Oregon.
I guess that the only thing that I can do is write the Missouri Attorney General and give him the name Pactel and the telephone number 1-971-220-1825 and hope that something will be done. Am I mistaken in thinking that the National Do Not Call List (or whatever it is called, I'd have to find a Word document that I have somewhere with the URL) still applies?
