2 charges of $76.52 & $93.84 were charged to my Citi Car without my consent.

As with any unathorized charge..
immediately contact your bank to dispute them as fraudulent, and block the card number to prevent further fraud and theft. Your bank can reverse charges back 2 to 3 months if you dispute promptly, under FRB Reg. E or FCBA.
