Suspected Scam Call

I have received 2 calls from this number recently. Each call was within 24 hours of each other, from hundreds of miles away. Unfortunately, I can not say from personally talking to the caller, because his or her call was detected by my rather comprehensive call blocker which blocks calls from areas of the country in which I do not know anybody. He was thus cut off almost immediately. He tried again with the same result and his call was logged. However, I sometimes research the call later -- and this is what I found out ---
A search of the website Whitepages.com showed the phone carrier as: Bandwidth.com Clec, LLC and the search for this number there came up with a Caution mark, followed by "Suspected Spam", and then:
Flagged as Scam or Fraud
Bandwidth.com Clec, LLC - II VoIP Volo IL
Spam/Fraud Potential: Medium Risk
Spam Reports: 4
Calls Detected: 906
Whitepages Searches: 129
The Area Code indicates the call is from Illinois.
The phone book lists the Area Code as the Waukegan area.
However, a simple Google search shows the location as Grayslake, IL .

The website CallerCenter.com notes that there is 1 complaint to the FTC (Federal Trade Commission) about this phone number. It also notes that it is a landline near Grayslake, IL issued by Bandwidth.com Clec, LLC - II and says:
"While 2242523771 was originally issued with the info above, the owner of the phone number may have transferred it through a process called porting."
Also, the name of the city could be spelled as Grays Lake, IL (I have seen it both ways on a few different sites, or maybe Gray's Lake with an apostrophe) -and- the phone carrier noted above where it says Volo IL after the VoIP for Bandwidth.com could be: Viola, IL -- I don't know whether that is a simple mistake, or something meant to protect the carrier or the site.
