nonstop calling

These people call every day! I am on a no call list. I have filed complaints with documentation of time and number called from, to no avail! They call my home phone and my cell phone. I ask to be removed and they laugh or hang up or say I am asking the wrong person. How is this harrassment allowed to continue? Who can stop they nuisances!
