Appears to be a debt collector known as Redline Recovery.

Bud Hibbs has information on them here.  Read the reports from consumers, employees, and ex-employees.  It appears to be a classic "Buffalo" operation, and according to reports, with drug use thrown in.  It would not be surprising if they are harassing the wrong people.  Area code 713 may be their Houston site.

Read the FDCPA on the FTC site.

If a debt collector has contacted him, they had 5 days to send out a letter notifying him of his right to dispute and request validation of the debt.  If they failed to do so, they violated FDCPA.
If they were abusive or harassing, made illegal threats, threatened to take actions they could not legally do, or did not intend to do, or used deception to attempt to collect a debt, they violated FDCPA.

If they are abusive, record their calls.  File complaints with FTC, your state AG, and the NY and TX AG.  If they make physical threats, file a complaint with your local police.

If they are calling to collect from some other named person, send them a letter notifying them that you (your father) does not know that person, do not know how to reach them, and that you are requesting that they cease all further communications with you.  Send it certified return receipt requested.  Contact the NY and TX AG if they continue to harass you after receiving that letter.

If they claim they are attempting to collect from your father, by name, you should send them a dispute and validation letter.  Indicate that they have called on the phone on xx/xx/xxxx (list all dates) allegedly to collect on an alleged debt which they refused to disclose any information on, that you have never received any letters from them regarding this alleged debt, and that you are disputing any alleged debt in its entirety and requesting that they send you validation of such debt obtained from the original creditor.  Include that they must restrict all future contact to U.S. Mail, and that it is inconvenient for you to receive phone calls at any time.  Send that letter certified return receipt requested.

If you have further problems after they receive that letter, and in particular if they continue to harass you, or try to collect without having sent you validation of the debt, file a complaint with FTC, and contact NY and TX Attorneys General.  In particular, since they are calling you from Texas, you may find Texas law regarding validation of debt, and licensing and bonding requirements for debt collectors, helpful, should you have further problems.

    Rec'd numerous calls from 713-423-1057.
Since I didn't recognize the number I never answered.
Also I no longer have an answering machine.
Today I was expecting a call and answered the phone.
It was a recording claiming an attempt to collect a debt.
I called the number back and it was the voicemail of Lewis McCoy. I left a message stating I do not know anybody any money and do not understand why he is continually calling me several times a day. Same # appears on my phone log so I know it's him.
Last year I had dealings with this man regarding debts my daughter who no longer lived with me. All her debts were settled and paid. The last on 4/2008. BTW Lewis sounded drunk.
Why I am getting these calls is beyond me.

I got my first dose of this company and whoever the bullies are that they are hiring should first not threathen legal action when they have not first even notified me of what they are trying to supposedly collect.  The man that contacted me demanded I identify myself before he even told me who, what, when, where or why.  I have no idea who these vultures are and am extremely concerned with how they got my information.  In checking their number of 716-250-4800 it does not go to Redline Recovery as he claims, rather listed as Netwolves Network Services.  They have given me just another opportunity to take every chance I get to start the mill of complaints that they so very much deserve and BBB is probably getting tired of the complaints.

    FYI
Debt collectors can call as it falls under the heading of the consumer having a relationship with the initial creditor. It carries through to collectors. The do not call list was set up for telemarketers. Collectors are not telemarketers.

I am getting calls from 713-423-1057 for my husbands ex-wife.  They have been divorced for over 15 years and to top it off, she NEVER lived here or had this number, three years ago my husband and I got this number!  When I try to explain that she does not live here, never lived here, they get rude which makes me upset and next thing you know they hang up and just call from a different number.  I am tracking the calls and will be contacting my attorney shortly!

    Patient Fuzzy Wuzzy
They have been calling my house about some alleged debt. I set my phone for 2 tings and then the answering machine comes on. I never answer the phone unless I know who is calling. They can call forever and no one will answer. It's amusing and it's their time and money they are wasting.
Sometimes they miss a day and I get lonely from lack of attention.

If everyone just paid back the money they borrowed the economy would recover in a heart beat. It is interesting that no one ever wants to talk about the money they failed to pay back, just the phone calls. If you give your creditors back their money, suddenly the calls stop, amazing how that works.

      Really? replies to Amused
You know good and well you work for them. How about you supplement everyone's income so we can just repay all our debts, since you obviously have never encountered a situation on which you feel on hard times. People work and sometimes we fall behind but let's face it, income has not gone up, it only inches up. You only get so much money and are being gouged with everything, rent, food, gas, insurance, all kinds of other made up debts too.. Live a little and then you will see what it is really like.

    COLLECTIONS BUSTER
it's pretty apparent that this chickenchoker Amused works for redneck recovery service and is in a tizzy because he won't be getting his commission because of people that "won't pay their debt" whether they really owe it OR NOT! which is the case in alot of these harassing phone calls.

What a con job these phone scammers and waste of our time.....we pay good money for a telephone and have to live with these unwanted calls.......

these ROBO callers never leave a credible message like your real name, exact reason for call,.....we get 8 calls per day.....none of these calls have anything to do with us......
