Calling my number continually

I have block at least a  half dozen Dynata telephone numbers. When I let it go to answering machine there is never a message left. They just use another number, they call early in the morning since we are 3-hours earlier than the Pacific Coast Time. There should be a way to push a button and have them charge $5.00 for each unwanted call and have the money go for internet access for those areas that need it.
