unable to speak with a supervisor about problems

I signed up for Dish 16 months ago and was assured I would be getting ABC as part of my package.  Not so, after the install the tech informed me ABC was not available in my area but they were working on it and it should be available shortly. After missing out on so many programs I enjoy I decided I would cancel my service
Today I called the company and was told by a CSR that if I cancel I will be charged four hundred plus dollars.  I asked to speak to a supervisor and was kept on hold forever with the CSR telling me the supervisor was still busy.  I then asked to have the supervisor return my call only to be told they could not make outgoing calls.  I have faithfully paid my monthly charges for 16 months without getting what was promised.  I cannot find a complaint dept. for Dish

    Contact your state Attorney General or local DA's Consumer Protection Unit, regarding deceptive advertising and predatory and unfair business practices.

    Dish network is by far the worst cable providers out there.  On Sat. 5/11/13 I had the tv on AND CHANNELS WERE WORKING NORMALLY.  Woke up Sunday morning and couldn't get local channels nor any others paid for. Being in an assisted living facility, you rely on your tv for entertainment. Having about 80 tv hook-ups at the facility, you would think that Dish would remedy the problem quickly.  Well they wont even send a so-called tech out for the next 24 hrs.  After 3 phone calls and trying to resolve over the phone it is obvious that some one with electronic experience needs to correct the problem.  I personally recommend that no one buy Dish network as it is the most unstable of anything out there.  You get a little bit of wind and the cable goes out.  It rains and it goes out.  Such A POORLY suited consumer outfit. I don't recommed Dish network for anyone except maybe the squirrels out there.
