Europcar Scamming Customers in France?

I posted this as a reply to a Europcar complaint by someone else but I think it should have its own section so here it is.

I rented through Europcar in 08/2011 while in France.  I used my credit card over the Internet many months before then to reserve it and I listed my wife as the driver.  The car was for her use while I was off doing a multiple day bicycle ride across France.

All was well until I returned to our Paris area hotel several days after my wife dropped off the car and I noticed a 31 euro charge on the invoice for an additional driver.  We were still in France so we went to the Europcar rental office where my wife returned the car and I explained to the agent that I had not even seen the car, much less driven it, and that my wife had been the only driver.  The agent assured me that it would be taken care of and that I would receive credit.

After returning back home to the USA I waited two weeks and emailed Europcar, asking where my credit was.  They rescinded the agent's promise for the credit and said that since the car had been rented using my credit card and driven by someone else it constituted an additional driver.  I have filed a dispute with my credit card company and am letting them handle it from here.

Also, two days after my wife returned the car another Europcar charge of 25 euros appeared on my credit card statement for an unexplained reason.  I emailed Europcar and they said it was an administrative fee for a traffic violation during the rental period.  They said the local authorities would be mailing us the actual citation that we would still have to pay.  

My wife says she is not aware of any violation that she committed and that she says she certainly was not stopped for anything.  We have not received anything from the French authorities and it has been almost 4 weeks since returning the rental car.  I will wait until a month has passed and then file a dispute with my credit card company over this new charge.

I find it highly unusual that the French officials supposedly notified Europcar so quickly and they in turn charged my credit card within 2 days of returning the car but yet I have not received any citation in the mail after nearly 4 weeks.  If Europcar thinks they can do whatever they please and get away with it once a customer has returned home thousands of miles away they are mistaken.  It's not so much the money, it's the principle of the matter here.

I will be renting from Avis on our next trip to France.  Their counter is close to the Europcar counter at the Charles de Gaulle airport in Paris.  While I was standing in line as the Europcar agent fumbled around with the ONE person ahead of me for over 20 minutes I watched Avis process 3 customers through and out the door.

    Hi TedBear, we have a similar experince after renting with Europcar in France.  We got a letter in French saying we have to pay a 25 euro fee for a violation about 3 weeks later, but we have yet to receive any penalty ticket and are unaware what the action violation was?  Did you get any penalty notice from French authorities?

    Hi Womandriver.  Today (October 26) marks two full months since Europcar charged us the 25 euro administrative fee for a traffic violation that my wife supposedly committed.  We have yet to receive anything from the French authorities about any fine.  I'm just wondering if Europcar occasionally charges customers for things like this without any proof and expects many people to not contest it.

    I contacted my credit card company earlier today and initiated a dispute over the charge.  I have up to 90 days after I've been billed for something to dispute it.  Since the amount was fairly low they gave me an immediate conditional credit and said that they would fight Europcar in my behalf and that no further action would be needed by me.  

    Also, a few weeks ago my credit card company notified me that the additional driver charge was settled in my favor.  I don't know if Europcar didn't respond to their request for additional information or what.

    The bottom line is if you feel that you've been overcharged by Europcar stand up to them and challenge it.  Keep records of any attempts you've made to settle the dispute directly with them and then if you still cannot get it resolved in a timely matter contact your credit card company and see if they will help you.  I will never do business with Europcar again.

      Got scammed by Europcar in Austria/Germany.  Rented and paid for a car ahead of time to start our trip in Vienna and dropped it off in Munich.  Car we got was less than we had prepaid so got a credit (I was told) on my credit card.  It never appeared.  Was finally told they had put 60 liters of fuel in a car that only holds 55 so no refund was coming our way and they would not reopen the issue.  There was a charge on my credit card the day of the return in Munich for what I assumed was fuel and about the amount I expected.  Now it all rests in the hands of my credit card company.  Never again Europcar!!!  And I have used them for years in Europe!!  They just don't care!!!

    I have just received yet another letter from Europcar France demanding payment of over 600 euros for damage to a car we rented that we did not do.

    We rented the car in June and returned it in clean condition at the end of our 2 week trip. We were then sent a letter informing us that our credit card would be charged over 600 euros for the repair costs. When we then queried it with Europcar (we called the UK office initially) they said that records reported a large crack in the windscreen - we would have noticed this!

    We took it up with the credit card company and they were great, requesting proof from Europcar. Europcar didn't provide any proof within the required time (per visa regs) and the money was credited back to our account from the credit card company.

    We thought it was over, but before Christmas Europcar started sending letters to us directly again trying to get the money and threatening legal procedings for the non-payment of our 'debt'. Don't know what to do.

    I am getting increasingly worried over more and more stories about Europcar and how they abuse their customers/rip them off. I am also worried as to whether people ever lose out to them,paying them lots of money
    My experience is similar. Hired a car in France from europcar feb 2011. Drove to ski resort,put in official car park,didnt touch it for 1 week then drove back to airport. Because a friend of mine some 4 weeks earlier had received a false 'claim for damages' from Europcar when I dropped my car off I took photos of it and got the receptionist to look around it and sign that car was ok. 1 week later they claimed E1200 for damages but gave no evidence,didnt sign letter,dated it 5 days after dropping it off etc. But because they had taken imprint of my credit card,as they all do,they managed to get the money from the card before I could stop them...but luckily Tescos managed to recover the money from europcars bank quite easily. Then europcar must have realised there was now in effect an unpaid claim..they sent me letters but when I continued not to pay they got a debt collectors agency in who are threatening me very strongly to be subpoena to court/pay interest etc. Noone from europcar has acknowledged my letters to them. They have 'blacklisted me from ever hiring a car again. But I am worried I will now have a poor credit rating. At this time I am just waiting for communication from them as to whether they will let it drop...I suspect it will go on for few months yet. I dont need this stress. They are acting callously. I will go to court if I have to,as a matter of principle. Does any one know what my rights are-do I have to prove innocence,or europcar prove guilty? Does the fact it is a French office making claim have any effect..can they insist on me going to court?

    I rented a car in Rome last september for 24 hours. We didn't got any ticket while we had this car and in January I received a letter form Europcar for 2 traffic violations, total amount was 98€. As I noticed later, they had charged it from my credit card in mid December, I disputed it and I have not received any answer from my bank (they have only couple of days left to do it). Today I received another letter from Europcar, stated that I have another violation, total amount is 46€, I looked up my bank account history and they charged my card in January for second time. I disputed it again, so lets hope the best. As I understand Europcar can do it over and over again. 5 months later I have not received any penalty from Italian police, but as I have read it might take up to 365 days, meanwhile Europcar can send you a fines as many as they like.

    I too just received a notice from Europcar charging me 25 EUR for some sort of infraction. Like all of you we did not do anything wrong, were never pulled over, etc.
    Should I contact my credit card company?
    Any other suggestions?

    My credit card company contacted me today, if the fee is for a traffic violation then they can't do anything, in other cases it is possible to cancel the transaction. My bank suggested to close the credit card, but Europcar Estonian office told me that it might end up with Incasso. So it seems to be a endless horror.

    But in any cases you should contact you bank and do anything you can.

    In February 2012 I rented on the French side of Geneva Airport.  After returning only from driving on 1 road to the Alps I also received this mysterious 25€ fee...  After calling the rental company at the airport (international) they told me they could not see the fee and to call Customer Services if I wanted to dispute the alleged charge.  After 3 months of writing a formal complaint through Customer Services, calling, and rewriting the available addressed I have - I have had no response and no refund. So this "disputing" I was doing was pointless in the end and am stuck.  It seems that no one has had luck with this and Europcar is actually running a scam throughout France.

    Loved Europe, Europcar...not so much
    My wife and I drove in France, Belgium, The Netherlands, Luxembourg, Suisse, and Italy and Monaco.
    We returned to the USA and 3 weeks later Europcar tries to run a 25 euro ($37US) charge on my credit card, which was brought to my attention as a security issue so I had them cancel it and tried contacting Europcar for more info (to no avail).
    JUST YESTERDAY we received 4 separate envelopes each with a separate "facture" for 25 euro Each?!!? Spoke to a CSR at AutoEurope who we booked Europcar through and they explained it was likely camera caught traffic violations. WE WERE NEVER PULLED OVER FOR ANYTHING. The only ticket we did receive and paid immediately was some BS parking violation for about 2 minutes over the time.
    Those suckers sit and wait for that thing so they can write you up ASAP.
    SCAMMED IN STRASBOURG was all I could feel.
    SO now I've had to cancel my CC so there aren't anymore UNAUTHORIZED attempts to charge my card and now I am WAITING FOR THESE SUPPOSED TICKETS FROM FRANCE TO SHOW UP.

    Europcar seems to enjoy doing to this to foreign customers. Be very careful when you rent a car with EUROPCAR in Bruges, Belgium. I was a victim of a big scam by the people at this office.  I was told it will be OK to return the car on Sunday even though the office will be close.  They said just park the car and drop the keys through the office door.  When I returned home to the US, I had a bill from EUROPCAR for damage to the car and another one for fuel.  First, I took pictures of the car when I left it at the parking lot.  The car was in the exact same condition as it was when  I picked it up in Dusseldorf.  There was no damage to any part of the car not even a scratch in the paint. Also, I kept a receipt from the gas station in Bruges where I filled the gas tank on my way to return the car.  My Credit card company has been trying to get prove of the damages from Europcar but so far in three months they haven't sent anything.  To me this is a scam to get extra money from foreign tourist.  The car was perfect when I left and the tank was full.  I know it and they know it so it is a shame that a company I used to consider honest will do this to its customers.  Stay away from Europcar in Bruges.

    Oh lord, today I just got 3 factures in the post - I had worried about Europcar as I have heard a few stories, but now I am really worried. I believe they are scamming it, especially now I have read this lot! Watch this space.

    I have suffered a very similar scam. I returned a Europcar rental car to Manchester Airport in February 2012. No damage, full tank of petrol but no one available when I brought back the car. I had to hurry for a flight so just posted the keys. next credit card bill was a charge for £523 from Europcar with no explanation. I immediately queried with the AMEX who reversed the charges and charged back to Europcar after 2 months or so. That I thought was the end of it. Then in July 2012 I receive a threatening letter from Europcar to cough up immediately or be blacklisted by Europcar (hurray), have my credit record destroyed they would send in the bouncers of debt collectors and legal action. But no explanation of why I am charged £523. So I asked them for a breakdown of the charge and indicated I would not pay until I had it. Now August 2012 I have had a threatening letter from the Debt Collectors demanding immediate payment of £523 or else. But I am still in the dark as to what the charge is for. I also had additional insurance to cover any damage to the vehicle but I had to claim within 30 days of the incident. But since the incident was 6 months ago and I still do not know what it is I will not be able to recover any "legitimate" charges from the Insurance. NEVER use Europcar. I do not expect I will have to pay but it is hassel dealing with these morons.

    i received the €25 euro charge for some violation back in early July about a week after getting back from a holiday in France i used europcar. & today 4 months later a letter has now arrived from the french authority demanding money for the same incident. the times & dates both match.i presumed the europcar charge was to cover the fine & didnt realise i would be getting another fine through the post.my bad i was speeding. just now wondering if i really have to pay the fine?

    Just had same problem. Got the letter from the French authorities 4 months later. Does anyone know what the 25EUR is for? Is it in the Terms& Conditions. I don't see what the money could be demanded for by Europcar except providing my name and address to the police. Is that written somewhere?

    We rentet a Kia Picanto in Malaga airport on 24 of november 2012 about midnight. It should be full of fuel, and delivered back empty. When we had driven about 360 km the spare-lamp startet and it vas time for refuel, We put for 48 euros about 30-33 liters gasolin and it was fildt up, when we picht the car up it obius was not full, the tank can take 35 liter. after we got home we was charget for a full tank 75 euro, very expencive gasolin, and a bill on 45 euro for after hours. Why dont they include  the fuel in the rental fee, then no misunderstanding will take place. they also tryed to sell us an extra incurence, but no. it nearly like Ryan Airs

    I got a letter telling me they had taken 36 pounds out of my bank account as an 'admin charge' because a car parking company had asked for my details after staying longer than the stated 2 hours in their car park. I was unaware this was the case and am advised that the legal claims of the car parking company are worthless. What enrages me is that Europcar don't care if it is legitimate or not and saw a good opportunity to charge me. I asked Halifax to return my money but they say I need to prove I was not in the car park longer than stated. So..... the car company need proof, Europcar need proof and Halifax Bank need proof - how could I possibly have collected proof that I have not been in a range of car parks over whatever period? I won't use Europcar again and I felt exposed to another fee claim so I have cancelled my card and will be closing my account with Halifax. I'm writing an official letter to Halifax and I will pursue it with the Financial Ombudsman - there is no way I am being shafted by three big companies behaving as they like with the little guy.

    I live in France and can explain this question.

    In all Europcar rental contracts it says that there will be a 25 euro service charge if they are asked by the police to supply to them your name and details in the case of a traffic violation.

    In France there are many traffic cameras dealing with speeding, red lights, driving in lanes reserved for buses and taxis and numerous other traffic violations. Although you might not have been stopped by a cop and questioned the violation is photographed with a date, time and place stamp. You might not have been aware that you committed this violation due to not totally understanding the traffic laws in a foreign country but I can assure you they don't make many mistakes with the cameras but I can understand you were unaware of making the violation when you did it but it is not a scam- we all get this and you are not being singled out.

    My daughter rented a europcar car in Italy. She was fined in May 2013, Europcar fined her with a 45€ penalty in september 2013 and eventually the official fine came  in March 2014 55.14€.
    She believed Europcar 45€ was the actual police fine and is quite upset with Europcar.

    On May 1st, I picked up a pre-arranged rental car from Glasgow Airport and took out full insurance coverage on the vehicle.  The length of the contract was from the 1st of May until the 18th of May. Unfortunately on the 14th May, I accidentally locked the keys in the trunk of the car in a public parking lot in the town of Arbroath, Scotland. I immediately contacted Europcar company and made them aware of the situation but because of the lockdown system on the Audi cars, the only solution was to have the car uplifted and taken to the nearest Europcar site, which happened to be Dundee.
    When we arrived in Dundee, we explained that all our luggage, documents and money, were locked in the car but they were very indifferent to our plight, saying that it was negligence on our part. Finally, it was decided that they would send for another key but according to them it would take 3 to 5 days with no guarantee of delivery, despite the fact that it says in the contract that a key would be delivered within 24 to 48 hours of notification.
    We either contacted or went into the site every day to see if the key had arrived and always got a negative answer. On Saturday the 17th of May, there was still no key in Dundee and their office was closing at 1 p.m. We then came to the conclusion that we would have to cancel our return flight to Toronto, booked for the 19th of May and also cancel the hotel booking, which we did. On Monday the 19th of May, we were told the key had arrived, (too late for our flights) but we did get our luggage. etc.The end result was they charged my Visa for the extra days, despite the fact that I had no use of the car and then charged me for a new key!!.  My Visa company would not help me, as they said it  had already been taken out.I have written them saying I wanted to be reimbursed for the extra fares, we had to pay but Europcar didn't even reply.
