I ordered a product (sewer cleaner) to test at our facility using a purchase request number as is our policy. A few months later a sales rep (Tim) calls me and tells me he has sent another 200 pounds of sewer cleaner out to me as this was part of the original order, which was not the case. We ended up settling on the invoice for half the price with the agreement the account would be closed. Two months later I get a call from the same sales rep saying he sent out the last 200 pounds of the product for which I receive another invoice. I have repeatedly told them to make arraingements to pick up the product because I am not paying for it. They refuse to pick it up, they want me to pay to ship it clear across the country. I have tried to dispute this with at least 2 different ladies in their accounts receivable department, both of whom instead of connecting me with management have reconnected me with Tim the sales rep.

They are running several variants of the old "toner" scam.

As long as you keep paying them for overpriced crap you didn't order, they will keep shipping and billing you for it.

File fraud complaints with FTC and your state Attorney General, and a mail fraud complaint with the U.S. Postal Inpector.  In addition, file a fraud complaint with the California Attorney General.

"Mail fraud" includes using common carriers (UPS, FedEx, etc.) in a fraudulent scheme, as well as using the mail to send fraudulent invoices.  It is illegal to send an invoice for unordered merchandise through the U.S. Mail, or to send a "solicitation" that is not clearly marked as such and might be confused with an invoice.

Notify them that you have filed fraud complaints, and that if they don't pick up their unordered junk within 10 days, you will dispose of it in accordance with postal regulations.
