Fraudulant reinstated service after cancellation

My name is Mr. Ward and I was the account holder for dish network. The service was for my mentally handicapped brother who lives in a different city so not only is the bill sent to my address, I have a security pin number in order to make any changes.
I recently cancelled the service in order to get the boxes and send the equipment back. Later the next day dish network called my mentally [***] brother with a major speech impediment, and the mind of a 10 year old child. They said they were sorry for the recent cancellation and that if he wanted to reinstate the service at a better price. He said ok and they did and then my brother called me.
I called dish to recancel and asked to speak to a customer service specialist supervisor ... the called was routed to India, and and man with an indian accent asked how he could help me. I asked him how is it possible for someone who has no authority to reinstate service, and who does not know the pin number be able to reinstate service. He said it was a mis-understanding because I was not available.
My next question was, since my brother is [***], and does not have the pin number is this fraud or not .. and I said this is a yes or no answer. The indian specialist said no. I said I beg to differ ... this is absolutely fraud. Would a dish representative be able to reinstate service if a 10 year old family member who does not pay the bill or hold a bank account and who's name is not on the account be able to authorize and reinstate service for their parents. There was a long pause and he said once more ... we are sorry for the misunderstanding and inconvenience.
I would like to know what actions I can take to hold dish responsible for this blatant fraud. Please advise
