By not making aware of the $14.95-$17.95 charge being applied to use this service, paying this charge sets a unfair and usurious precedent. Contracts are not valid unless all terms, including charges, are stated first.

Brad, you're a either a real good liar, or just a complete [***] idiot. In this computer age where people are paying their bills and applying for loans online, and leaving an "electronic" paper trail in the process, it's quite easy to obtain someone's personal information. As a 3rd party collections supervisor and skip tracer, using such services as LexisNexis, Accolaid, and Intellius, give me your real first and last name and I can have all of your personal info in minutes as well, including who your barber is and the last time you changed the oil in your car. As for someone, unexpectedly, pushing 1 on their phone to accept a call and be charged for it is no in way a valid means of validating a "debt" so says the FDCPA. If someone in my home, like one of my small children, were to answer my phone, which happens often, or one of my coworkers at work, or anyone else for that matter, it does not make the owner of that phone liable for any incoming calls that carry a charge. Telecommunication laws strictly state that you have to clearly identify that the person autherizing such a charged call is in fact the person the call was intended for. Which you and your company do not. I see a class action suit in QT Bills immediate future.

If you would like to know why you are receiving calls from qtbill.com, there are only two reasons. Either an invoice for a service that was purchased from or billed to that number was returned to qtbill.com by the post office needing a correct address, or an invoice for a service that was purchased from or billed to that number is past due and qtbill.com is trying to contact you regarding an overdue payment. The only reason qtbill.com would have your phone number is if someone used the phone number to set up an account with them. If you have more specific questions about an account associated with your phone number, contact the source! Email the representatives at service@qtbill.com and they will answer all questions you may have within three business days! Don't get angry, get answers!

The price for every service you bill to your QTBill account is quoted to the recipient upfront. The recipient must then press one to acknowledge and accept the rates BEFORE setting up an account or using their existing QTBill account. Once the service is provided, the charge is recorded onto your QTBill account; an invoice will then be generated and sent directly to your residence.

The best way to find the information you need regarding your account is to contact them directly at service@qtbill.com. Email them and they will be able to provide you with all the information regarding your account. The only way that QTBill would have the phone number to reach you would be if that phone number was used to bill services on your QTBill billing account. This is most certainly not fraud, and you should contact them so that they can review your account and help answer your account questions.
The original post indicated that the address and name used in connection with your supposed "account" was outdated by 8 to 9 years. This is either an indication of fraud by unknown parties (a flaw in your "patented" verification scheme?), or of attempts by you to patch up incomplete or erroneous account information using skip-trace databases containing old erroneous information. Either way, you were attempting to collect a debt not owed by this person.
You have an obligation to see that your business does not generate a steady stream of bogus accounts and misdirected harassing phone calls.

Follow up with your BBB complaint, since qtbill's "solution" to your BBB complaint over their harassing phone calls on an account you never opened was to just pass it off to a debt collector to keep harassing you. They knew the account was questionable.
It is worth taking a look at who is likely responsible for putting your old information on a bogus account.
A number of debt collectors have been known to "fix" accounts, for example, by looking up "missing" identification (name, address, even SSN or DOB), and then claiming the "account information" was from the original creditor, and identifies whoever they are trying to collect from. This is most common with debt collectors willing to search and collect based only on a name, only on an address, or only on a phone number, even though such collection tactics are likely to result in erroneous (actually fraudulent) collection attempts from people who do not owe the debt.
What makes such collection attempts fraudulent is the claim or implication that the altered or "fixed" information is from the original creditor, hiding from the consumer the fact that the "account" may now be effectively bogus or fabricated. This is a deceptive tactic to obtain payment of an unowed debt, and a violation of FDCPA and similar state laws.
With regard to the debt collector, they should have sent you a letter within 5 days identifying the current creditor, and notifying you that you could request proof of the debt. Send a letter, certified return receipt requested, notifying them that the alleged debt is disputed, and requesting that they obtain proof from the original creditor that you owe this alleged debt. They must cease collection until they obtain and send that proof.
It is not clear what reliable independently verifiable proof they would even have, since there would not be the paper documentation, or common carrier shipping records, that would normally provide independent verification of an order.
Their verification to open an account is supposedly tied to phone numbers, or to other information provided by customers, but if you believe the name and address information they supposedly had, then their verification failed to catch the inconsistancy, rendering their "verification" unable to prevent fraud.
Alternatively, the erroneous and obsolete information may have been added by the debt collector, as suggested above, in which case that act was deceptive, with the intent to defraud.
But this is the business qtbill chose to accept. Maybe they, their customer, or their debt collector, will make some other incredible claim in response to your dispute.

What is the connection between One Call Communications, and qtbill.com, both of Carmel, Indiana?
One Call Communications reached settlements with several state Attorneys General in connection with fraudulently billed charges for "adult services" in connection with long distance calls placed through "modem-jacking".
Does qtbill handle billing for "adult service", "adult chat" lines, or similar industries with historically high rates of billing fraud?

What sort of "business model" is built on calling alleged customers 15 times a day?
Why are you choking up the complaint and DNC violation forums, then trying to do "damage control" months later, instead of having reachable customer service to resolve any problem when it occurs?
Why would any rational business robocall an alleged customer, without providing an effective means to resolve any issue with a single call back?
Most companies are grown on increasing repeat business. How do you expect to substantially grow your business, based on the above model, if your alleged customers are sick of you?
How do you expect to scale up your activites without drawing the attention of class action trial lawyers?
If you would like to reach a representative at QTBill.com to discuss your account, they may be reached immediately via emailing service@qtbill.com.
As is customary with all customer correspondence, each of your questions and concerns will be thoroughly, effectively, and quickly addressed.

I too am wondering what the heck is happening here. I got a bright orange letter in the mail. It was for a collect call from my son who had gotten in a bad car wreck and his phone flew out of his car when it rolled. He had to use a pay phone, I am not negating the call, I paid the amount on the bill in Feb. I just got a payment not received letter asking me to pay again. I do have the check number, date and amount that I paid. I do not want my credit ruined for a charge that I paid. Who can I talk to about this????? I only get recorded messages.

I got a bill from QTBill.com for 17.95 for a 1 minute collect call. What is this company? Looking at the mailer, it appears to be nothing short of a scam.
Did you file a BBB complaint?

If you validate only your last 4 of the SSN, who gave QTBill your data for them to check it? I just received a bill from qtbill for 17.95 for a 1 minute call. This cannot be real?
