Does anyone know?
There has been some confusion whether the “PacTel” as reported here on complaintwire is the same as “Asia Pacific Telecom, Inc.”

They are banned for life from “telemarketing”!

It's not a third party telemarketer per se, although like any telecom, they will sell you their services over the phone.
Who knows? Deceptive telemarketers cut it as close as they think they can get away with.
