I have received six calls in the last month from Card Holder Services wanting to lower my APR on my credit cards. I am on the do not call list. Two calls back I talked with a representative and told them I was on the do not call list and please remove my number from their solicitation list. I also said I would take legal action if they called again. Well, they called today!

I have received several similar calls to my home phone and my cell phone. Both are on the do not call list.
The FCC and congress should be helping to clamp down on the phone services who allow this garbage, then clamp down on the scammers.
I tried the button to remove me from the list. I wasn't expecting it to work figuring it was like clicking 'remove' from a SPAM mailing list- it just confirms you are a live one.
I also tried talking to a 'human' and was met with an obscenity laden tirade with every word ending in 'ucker' you can dream up as well as 'stick it up your a**' and a number of f*** yous' before being hung up on.
I've tried to milk them for info to try to find out what banks they supposedly represent and they will hang up if you start asking questions.
These people are all over the 'Net for bugging people and have had several judgements against them. Still, nothing stops them. My exchange happened with them last August 2011 and here about 4 months later I have over 45 calls from them using 10 different numbers, 5 just the last week.
I would recommend in addition to filing the DNC violation complaint, contact the state Attorney General Office Consumer Affairs where you live. Also file a complaint directly with the FTC. It's more of a hassle, but the DNC complaints are as useful as complaining to your kitchen sink.
Perhaps in a courtroom, they will see the light!
Just today I called my local phone provider and here's what he says:
Blocking unidentified calls may inadvertantly block calls you DO want. But if you have JUST received one of these "Rachel" calls, hang up, then pick up the phone again and emmediately dial *60. That will block the LAST call from ever calling back. Of course, it's to be understood that this problem may not go away that easy. They obviously use different numbers. But, it's a beginning.
Call your own provider and see what number they suggest using. It may not be the sames with all companies.
