If you know you never made such a call, and the phone numbers associated with it are not yours or anyone you called, and the name isn't even one you currently use, most likely they are acting as a debt collector attempting to skip trace someone with a similar name to your previous married name.
Treat them as a debt collector, required to follow the FDCPA. Send a letter, certified return receipt requested (keep a copy), indicating that you dispute this debt, that this is not your bill, you did not open this account or make these charges, and that you are requesting full validation and proof of the debt from the original creditor. Indicate that this is both an FCC telecom dispute of an apparent fraudulent charge, and a validation request under FDCPA, that it is inconvenient for them to contact you by phone, and that under FDCPA they cannot engage in collection activity until they have provided you with proper validation and proof of the debt.
If they engage in any further collection activity, file complaints with FTC, FCC, and your state AG. If you find erroneous negative account information on your credit reports, dispute the errors through the credit reporting agencies, and if they "verify" erroneous information, file additional FTC and AG complaints and seek out a competent consumer law attorney.
Qtbill.com is a billing processing company and bills for many services and products.
Here is a little product and company information:
qtbill incorporates patent pending technology allowing for the instant identification of individuals at point of sale. qtbill.com is a market based driven service resulting from over 25 years in the payment transaction industry. Our unique verification process networks several of the nations largest secured databases and delivers verifiable and secured identity confirmation.
qtbill.com developed this process with the intention of providing an instant and credible point of sale billing method for merchants and consumers. Point of sale verification allows merchants the ability to offer alternative payment methods to their customers without traditional and less secure devices such as a credit card.
When you open up the orange envelope and look inside, you will find under the product description line the goods and services that you purchased using qtbill.com.
If you have any questions regarding the billing you can email us at service@qtbill.com. If you have any problems or concerns on the services or products that were charged to your account we will be able to direct you to the merchants for assistance.
We try to handle billing inquiries via email because
it avoids leaving messages back and forth, plus if necessary we can send
bill copies and other critical information required in assisting you in billing questions or issues.
Hope this helps dismiss the collection company and skip trace theory. We are collecting for our own debt on the account you opened with us.
This also should dis miss billing for the wrong person. If we did not have your new married name we are sorry are data base are up dated hourly. We should have your new name in there shortly.
There are several companies making such boxes.
I do not have any connection to this company, but I have found one of their products effective.

The correct telephone number is 951-973-2451 not 951-973-2452. As I read the above complaints from other people it sounds to me that your company needs a complete customer service training program.
Another note of information to your so called "representatives" a good percentage of the people who are forced to use your service are or have been suicidal and were placed in a mental hospital as myself so if I were you I would really be treading very lightly when leaving messages it could cause a mental breakdown and suicidal tendancies which you could be sued for.
I will be sending you a payment in the mail forthwith and DO NOT WANT TO HEAR FROM YOU ANY MORE. i WOULD HOWEVER expect an e-mail letting me know you received this message.Nicole
I hope that helps and will pass concern along to our merchants.
