Lost i - Ticket not cancelled neither issued a duplicate

I have booked a railway ticket for myself and friends through irctc.co.in for Ajmer to Bandra Terminus in Garib Rath dated 22nd mar, 2008 and my pnr number was 2247320373.
Unfortunately i got my tickets lost just an hour before departure of train i & my friends inform it to Ajmer TTE office and request to issue the duplicate tickets but we got reply from them that as your ticket latest status is on wait list issuing a duplicate tickets is not possible. We request to cancelled the tickets and refund the amount by electronic transfer service as we had purchased it by credit card but they told that as per Railway Laws it is not possible.
We are surprised that what sort of law it is that we cant get our own hard earned money back. If this is the railways law its very injustice.

    Sir,
    I was travelling in 1447,Shatipunj Express, from Ranigunj to singrauli on 04.02.2010. During my journey ,my suitcase was robbed. But after one day it was found and a call form Ajmer clock room was recieved to me that y suitcase along with all things have been recovered and i can collect it from there.Can i do so.

    You can get the duplicate ticket provided either PNR NUMBER, date of journey and trian number at PNR counter.

    Try not lose ticket ticket, it is easy it keep safely and does not require locker

    Mistakes are allowed in life but it should not repeated

    dont worry . jsut pay Rs 50/- not taking the ticket. so u can travel without e-ticket. it is printed in  ticket also

    I made a I ticket and it was courier to my house and I lost the original ticket and again I apply for a duplicate ticket. I got a duplicate ticket. Now my plan has changed and now I want to cancel my trip and want to cancel the ticket. When I went to the railway reservation counter now they are saying we can't cancel the duplicate ticket, bring original ticket (Original ticket already lost) which was issued by railway. Now I am in a position not able to cancel my ticket as it was I ticket and railway reservation won’t accept duplicate ticket…the supervisor told from Railway department and now they are saying it is not possible to cancel the duplicate ticket as no amount is written except Rs 40. My journey date is 4th Jan 2011.
    Can any one knows the procedure how to cancel a duplicate ticket which was issued by railway.

    Appreciate your help.

Now my plan has changed and now I want to cancel my trip and want to cancel the ticket.
