I have a do not call number and the caller from Visa and Mastercard Credit card services refused to remove the number.  They are also trying to get my credit card information to "lower my rates"

I spoke to the Massachusetts Attorney General's office. This is a criminal enterprise. They ignore the DNC registry because they aren't a real business and aren't worried about the relatively small DNC fine violations when they stand to do serious prison time if/when they get caught.

    Beware, and tell them nothing.

Actually, the DNC fines can be up to $11K per call, which can add up REAL FAST.

Normally, FTC can only bring civil cases, but once there is a court injunction, violations are "contempt of court" and can have penalties including prison if the judge decides.  If FTC wants to, they can make them an offer they can't refuse, IF they have assets in the U.S.

The problem is, they hide behind robodialing call centers out of the country, and try to hide their ownership behind layers of shell corps.

FTC did sue one recently, but the "Rachel" calls have escalated in the past month anyway.

File a complaint with the FCC.gov and the National Do Not Call Registry. Do this for every number they call from. In my particular instance, they call from different numbers from various states. When you call back the number it is either a number that is not in service (so they have manipulated their caller ID in their PBX/phone system) or you get a voice mail box that is full and cannot take messages. This morning, I told the agent that I was recording the call- he then accused me of committing fraud. I explained that he called a number which I own, and I had the right to record him as long as I let him know that the call was being recorded- he then hung up. As they always do when I ask them to take me off of their call list. Or tell them I'm on the DNC list. Or ask questions.

File the complaints. Hopefully the FCC will get flooded with enough that they will fine the snot out of them. The telephone company that is providing them with their service and the company that is providing them with their phone equipment service/programming also should be held accountable- in my opinion. Just think of the elderly that get scammed into this. ugh!

Also, maybe we should contact channel 2 "works for you"???

Or act really dumb, and pretend you want their "services".

Robocalls are cheap, but their people time, though also cheap, is limited.

Any time they waste with you is time they can't con someone else.

      Starve them with idiocy.

I am getting hit up by these idiots about 3-4 times per week and as this blog mentions, they hang up on you when you try to take any corrective action.  I played along to get more information and I talked to someone by the name of Adam (I'm sure fake) claiming to be a supervisor and asking for my CC number.  When I said I would like to call him back to make sure that they are legitimate he gave me a 1-800-847-2911 and a website visamastercardmemberservices.org or .com.  I called the 1-800 number and they try to sound like they are affiliated with Visa and they ask for a credit card number for validation.  I entered a fake number and I was immediately connected to customer service person who immediately started reciting the fake number I entered.  I hung up, but I'm sure this Phishing scam was trying to get the security numbers on a real card, expiration date, other credit cards, and who knows whatever personal information they could Phish/Scam out of people.  It's comical how blatantly obvious that this is a scam, but the fact is they are getting information from people and harassing people around the country.  FCC.gov is a good start, local news media is good as well...any other suggestions?  We have to stop this scam.

Similar complaints tied to that number.

Note the numerous deceptive names, including pretending to be associated with "VISA", "MasterCard", and several banks.

      https://800notes.com/Phone.aspx/1-800-847-2911
"Visa and MasterCard Customer Assistance Center"
      "Credit Bureau Experian"
      "Client Services"
"said he represents Bank of America, CitBank, Capital One"
      "Card Services"
      "Account Services"
      "FIA, Wilmington Delaware"
"According to VISA, this number is actually a correct VISA number. 800-VISA-911  which is the number they give out to report a missing card. The number may be spoofed on your caller ID as well."
      "Card Member Services"
      "Card Services"

Number is reported to be a legitimate VISA number for reporting stolen credit cards.
      http://usa.visa.com/m/assistance/lost.jsp
      "...
Report a Lost or Stolen Card
Call the Visa Global Customer Assistance Center toll-free within the United States
      1-800-847-2911
      ..."

Many complaints connected to this scam against this number, going back years.  It appears to be a legitimate VISA number.  Since they are NOT VISA, or anyone else they pretend to be, they must be spoofing caller id as part of appearing to be with VISA.

Can you double check what number you called back to, at which you reached this scam?

Did you reach them through the actual "VISA stolen card" number, implying they are diverting calls, or possibly through a different number, maybe only slightly different?

"visamastercardmemberservices.org or .com" doesn't appear to exist.
It appears they are just throwing that out, hoping you don't check it.

        What number did you call?

Any indication these calls are coming from overseas?
          Any accents?

Even though I am on the DNC list, I just got off the phone with "Alaen" from a company claiming to be "Visa and Master Card Card Services" who said for NO FEE they would lower the interest rate on all my Visa & MC cards. Alaen, with his heavy accent,  insisted several times there would be no fee ever -liar-liar- and I wasted my time giving him lots of info. When the big guns financial advisor Eddie Brown came on the line with his heavy accent, he said there was a $600 fee and added sarcastically "Do you think this is Santa Claus?" I played along and gave them a fake credit card # and bank name.  The customer service or whatever they are called put me on hold.  The man wanted me to read back the credit card # and I asked him to read it back to me.  I hung up on him.  He called my cell phone # back and he became angry when he knew it was a fake CC# and actually started chastising me.  I told him that I was sick of them calling me 4-5 times per week and I wanted to see if they are a phishing scam.  I asked for his supervisor and he wouldn't get one and clearly kept pushing me to see how angry he could make me.  I told him that this isn't getting anywhere and hung up.  He called me back again and said that he's going to keep calling me back until his shift was up and that he didn't care because he gets paid by the hour.  It was definitely an act of intimidation and quite creepy.

Point:  Please report everything about these guys to your State Attorney General's Office and the FTC and your local media.  But don't try to engage these guys in conversation or see if you can try to confirm what type of scam they are running.

These calls are ubiquitous. They are a scam by definition as they are misleading and often outright dishonest about whom they represent and why they are calling--implying that they represent one of the call-recipients cards when questions reveal they don't actually do so. I have been unable to determine how they get our numbers but there are many ways they could do so. I also have not yet been able to find out whether they represent the banks issuing the cards I have or represent the card companies. I have become convinced that there is no way to stop these calls at this time. No agencies have responsibility or if they do, they do not actively address the problem so there is no system to stop or control them. A citizen movement requiring a clamp down on them is likely the only thing that might help.

I too am on the DNC list and they have been calling me all summer. I finally blocked their number which worked for about a month. Now they are calling from a different area code entirely. They just hang up when I start questioning them. It's so frustrating.

They called me today, I told them I was so glad, I had been talking to Visa about  lowering my rates and they said a rep would call, so I asked for their name and told them I would work through JPMC and them and could get something resolved.  I asked them to hold while I conferenced J P Morgan in, but they hung up.  BTW
Get onto this to petition Obama to put trace in place for spoofed caller ID

We get MANY calls a week from them, sometimes with numbers, sometimes not. Computer says This is your last notice to take advantage of the stimulus press 1 to get lower rates. I press 1 to get a person. Before as soon as I ask to be taken off their list, they hang up. This time I asked  the man with an accent what the "deal " was. With out any other info or questions He then told me I had a card with over $3000.- on it. When I asked if he could see my card information he said that it was information on a credit report. He did not ask my name or anything to verify who I was. I asked if there was any way to be taken off their list. He told me that if they take me off their list it would cancel all my cards so no, unless I want him to cancel my card. He then asked my age. (did not tell him) he said I sounded 20 and sexy. And offered me a free gift. From Victorias secret. I hung up.

I just hung up from 'Karen'
I told them I didn't have a visa card, and what could I do to be taken off the list
His (yes his) answer was "Don't Pick Up The Phone".
I too am on the DNC list with an unlisted/unpublished phone number. They are up  to 2 calls a day.
Caller ID Says Visa, I call the number back and indeed it was Visa,  They are able to Spoof no only the bogus info but a bogus phone # also.

The Wall Street Journal posted an article around the week of August 26th called "A Robocall?  Don't Press Anything" by Jennifer Waters.  She interviewed the FTC and they said that these companies don't care if you're on the DNC list.  In short, she says to file a complaint at the FTC's donotcall.gov site.  Also, don't answer unfamilar calls, hang up immediately, never give out personal information, call your phone provider but be wary of fees tied to blocking calls.
Once you pick up the call and engage you will be put on the scammer's list indefinitely and as we all know receive calls all the time or at least until the phone companies start sharing more data with the FTC and they start filing lawsuits.  But keep logging the number at https://complaints.donotcall.gov/complaint/complaintcheck.aspx?panel=2

Hi, I had the same experience, and I did end up giving my credit card number.  However, I was in a hurry, so I said I would call them back (partially because I was in a hurry and partially to "test" if they were legit.)  The guy gave me a number, but when I called it back to say I am not interested and know what they are up to, it was not a working number.  Should I switch the credit card?  He claimed he had all the information anyway and my credit score on Experian, which told them I "deserve" this lower rate because of my good payment history.  OF course, I would like to believe this, but I felt a little uneasy.  Glad I checked this site.

"Visa and MasterCard Services" called.  They hung up when I was trying to verify the name of the company again.  I have asked to be put on their "Do not call list"  but they don't listen.
