Internet Scams

I ordered a free sample and paid $3.99 shipping fee. I then got billed $74.95 and do not know what for because I never got any other products. I find it hard to believe that this kind of stuff goes on and the thieves seem to just keep prospering. Isn't there some one that can stop this? Verna
