got a call and missed several hang ups, finally i answered, the woman on the line knew our address, names and phone number and said a nieghbor had put us down as a reference for a job, we do not know this person and she was very evasive and said she would call back, i called her adn got a fast busy.

No, we're already on that list and they are supposed to honor it. I filed a complaint to the Do Not Call people.
I can receive a discount on my power bill. I dont even know what they are talking about

For example, Vitelity and other VoIP cariiers are not only used by legitimate businesses, but also by numerous overseas scammers. These scam customers ignore Do Not Call requests, and often engage in illegal phone harassment and robocalling. FTC also appears to be uf limited value in dealing with this problem, as these scam users often use false names and change numbers frequently.
The VoIP carriers are enabling the creation of this illegal phone harassment problem.
Is there a way to quickly check phone numbers against blocks of phone numbers (area code/exchange lists?) reserved to different carriers in order to determine which carrier to push back harassment complaints against?
Then I said, "There is NO good time to call. We want you to *stop*calling us. Your company has been calling us 2 and 3 times a day."
To which she replied "No maam. There is no way we'd call you that many times in one day. When would be a good time to call?" (So in essence, she just called me a liar.)
I repeated "There IS no good time to call. Please stop calling this number."
She said "Well, we really need to speak with the oldest female in the home so that I can confirm that you no longer wish us to call you. When would be a good time to call?
WTF?? I got frustrated at this point, and I ended it with "Thank you for your time, but do not call us back." and I hung up. I am so frustrated with this company!
