Lets put this bigots spew under least likely scenario on this subject.
Yours truly, Johnny Dollar
Harassment is illegal under FDCPA, and if your mother has Alzheimers's, they will likely use that to take financial advantage of her if they can, since they are commonly reported to use deception to collect, often to pressure people they have contacted in error into paying unowed "debts".
Taking financial advantage of the elderly or those with mental handicaps may be a criminal act in your state.
Be aware there are many recent reports they are trying to scam consumers into paying old unowed "record club debts". For example, see here:
http://www.consumeraffairs.com/entertainment/bmg.htm
Also, on my caller ID, at least once, for that number it said "PICKUPCALL", but usually just says "TOLLFREECALL". I never answer but they call any time from 7am to 10pm.
It appears from numberous complaints from years back that BMG/Columbia House may have engaged in fraudulent telemarketing and order cramming, which combined with their typical "x CDs for ... if you agree to buy nn" and "negative-option" marketing resulted in many phony "unpaid termination fee" accounts. Many of the consumeraffairs complaints indicate erroneous credit damage from unowed "termination fees".
"PICKUPCALL" would be coming from their PBX caller id settings. Although they could set them to anything, they are supposed to set them to their company name and a number through which they can be contacted.
It is illegal for debt collectors to use deception to collect, including hiding their identities. In addition, users of autodialers are required to provide their phone numbers to allow consumers to notify them to cease calling.
For example, see the many complaints here:
http://www.consumeraffairs.com/entertainment/bmg.htm
These complaints often report both that the debt is unowed (many consumer indicate they never even had a music club account), and that NRA Group (or one of several other debt collectors) have placed bogus collection debts on their credit reports.
They also often report that NRA Group attempts to evade validation requests, in violation of FDCPA. This debt collector may be trying to coerce unowed payments through illegal tactics adapted to collecting on bogus or misidentified "debt", including deliberate credit damage, and using verbal abuse and deception by phone.
In short, they are running a bogus debt extortion racket, and have been doing so for several years, just as it appears that Columbia House was apparently running a fraudulent order cramming racket before they shut down.
Given this intent of their callers, screaming at you would not be a surprise, even when they called the wrong number. They have probably been screaming at people all day.
