Bad news if that FCC has pretty much stopped enforcement of do not call list violations.  They apparently don't even acknowledge complaints any longer.  There are so many different ways the violators have figured out to avoid and evade enforcement the FCC, contrary to what they advertise, has stopped enforcement.

I got 3 calls today on my cell from Rachel,  2 of the numbers were mobile phones out of Houston and one that called twice was a land line from Seattle. The last call I just kept hitting 222222....... after that they stopped for now.

    Rachael is ROY M. COX!

The FTC action against Roy M. Cox Jr. and several robocalling companies he controls goes after those calls that purport to be selling credit card interest rate reduction programs, extended auto warranties and home security systems.

Does anyone know the actual business phone number or mailing address for these morons?  Don't worry - I'm not going to send them a dirty package .... but it would be fun to know where they are [physically] if I happened to be in the neighborhood

I feel lucky compared to most of you. I've started receiving these calls about 3 months ago. I get only a couple every few weeks on both my cell/home. As everyone else has said, as soon as I ask a question they don't like they hang up. I've tried calling the # on my caller ID but that most often goes to a dead number. I've contacted the FCC but no response there. It seems scam artists pretty much do as they please with impunity. This is a similar but different scam artist I happen to know of personally. This guy sets up companies to handle payroll, with-holdings, and various payments required by the states. They are called PEO's. the majority of them operate as they should. He does this for all sorts of companies big and small. The service he provides is similar to what a company like ADP does. But, he does not make the payments to the state for disability and insurance as well as other payments. He pockets literally millions of dollars. He has multiple very large homes in different states, multiple yachts and cars. Most of the property he owns is not in his name. His kids, his wife other people. He eventually gets caught is ordered to cease & desist and is fined. I don't know if he actually pays the fines. He leaves that jurisdiction and just starts up again elsewhere.I've googled him and he's been indicted multiple times in N.J, Texas, Ca, Fl. and a few other states. Unfortunately, people filing disability claims are screwed because no payments have been made. I don't understand how an operator like this gets no jail time. He just goes merrily along on his way. These guys all know how to play the system.

Definitely got two fun calls today from these scammers. The guy both times is name Mike Emmerson? He was smart enough to call from his cell phone.

If you get calls from these numbers its definitely a scam from Credit Card Services: 303-217-1074 (his personal cell) and 503-563-0081.

I like the idea of wasting their time, I just may have to try that one. I have definitely filed complaints about these people, but the annoying calls and hang-ups continue...

I get a call or so a week on average between my home line and cell. My numbers are NOT listed online or in any phone books that I'm aware of (we always had unlisted numbers). Like most people, on the DNC list. I only tried hitting ! or whatever number they asked once or twice to talk to someone, each time the call disconnected. A legitimate company would NOT disconnect repeatedly. The disconnection is likely from the call trying to transfer from the RoboDialer to some jerk on a disposable cell phone, and he's already on another call.

Got a call just this morning from 626-216-0703. I looked up a different number once and I believe it was from Canada. Weird. Now, I just hang up as soon as the Robot starts talking.

The FTC is aware of all this. Apparently, they can do NOTHING, because this is NOT a legitimate business. A legitimate business can be (found and) fined, etc. These guys are operating out of rented places using fake names and disposable cell phones. Good luck finding them. And if you do, good luck collecting any fines as NOTHING is in ANY of their names.

So we find the FTC is great at enforcing legitimate, hardworking, tax paying companies and people, but they can do little to nothing about sleeze bags like these people running and working for "Card Services". /sigh   Typical.

I will just try to be annoying as all get out to these annoying jerks! How can we live in a country whose govt does nothing for us like this! Seriously! Cell phones are no longer private!!!

I have received dozens of these calls. Starts with the recording of "Rachel". They come from several different lines, but today was a Colorado #. I waited and pressed 1 to speak to an operator. I asked him the name of his company. He immediately started yelling and swearing at me, told me to shut up, and then hung up on me. I filed complaints with the FCC as well as the National Do Not Call registry.

I receive a call from these people every day.  If I stay on the line to talk to someone, they ask if I have a credit card bill of $3,000 or more.  I say no and they hang up on me.  Sometimes they say to press #3 on the dial so as not to receive any more of these calls.  That doesn't work either.
Can't the State of Illinois stop this harrassment?

This is not even an issue of the whole do not call list.  This is a direct violation of the Telephone Consumer Protection Act (I know because I am a lawyer defending a claim under this statute right now -- but these people were sending unsolicited business faxes to people and had no idea it was illegal).  Someone seriously needs to file a class action against these idiots if we could only figure out who they are.

Sick of it.  Receiving numerous calls every day. I am on the Do Not Call List. Politely ask to be taken off their list.  Usually, they hang up on me.  Today I'm told, "Kiss My A"

This is harrassment, an invasion of my privacy, etc., etc.

I get calls at least 3 times a week from Rachel Credit Card Services.  I don't have a credit card...I have a debit card so I pay no interest...I have tried everything to get rid of these calls but nothing works short of not using my card.

I've gotten 5 of these calls in two days (and the day is still young).  On the last call I pressed '1' and the moment the guy came on the line I said, "911, What is your emergency?"  The guy hesitated and then started laughing.  I pulled the phone away from my mouth and quietly said (to no one), "Place a lock on this call and start a trace."

    ...click...

At least I got a chuckle out of it.

At least I have found a place to complain.   Yesterday, I received four calls from Credit Card Services.   Three, I hit the number three button to cancel my name on the list.   The fourth time I hit number one and got a person on the line. I told her I had cancel my name three times already today and she explained they keep calling because I was nearing the deadline and needed to get  interest reduced for my next billing. I asked on what card----she did not know.   What makes you think I owe then but she assured me the credit card company had given them my name.   I had verified  this with a no some time back.  But as far as the no call list was told that if I had business with any company that makes the call, they have to right to call.    So I asked how they knew so much when I do not use credit cards.   She eventually hung up telling me my name was taken off the list.    Today, I get another call.   I hit one again telling them that yesterday they told me they had removed my name.    they hung up on me.   I do not have caller ID but called last number calling in was 917-217-7515.    That is long distance for me and I am on a limited budget.    Guess I will do what one person did--engage in a conversation about the weather or such.   I would never give out any personal information on a calling in person.    May be getting old, but old enough to know better too.

I get called every day sometimes 3 times per day.  I am so frustrated.  I used to get their number but that didn't do any good.  This goes on all the time.  I am on the DO NOT CALL list.  I am no longer polite.  I have called our credit card holders/managers of our banks and we are on their DO NOT CALL list unless during business hours and it is one of the people we work with at the bank and for emergencies ONLY!!!

How can I get these phone calls to stop!!! I run a business out of my home office and they are more than a nuisance????

Actually, it is the Federal Trade Commission and not the FCC. What you have to do is keep a log of time, date, and any info, and file a formal complaint with the Federal Trade Commission. There are very expensive penalties that can be levied on a company and the fine (I believe it is $1500 per call, but someone will have to help me on this figure)and the money actually goes to the consumer. I'll have to research that bit of info to be sure I am correct. I do recall that there is a penalty that goes to the offended party - you and me.
