I found this complaint on-line and my scenario was exactly the same.

I received a call with a recorded voice saying the call was from "Card Services" telling me that I needed to "act now to save money on my credit cards or the offer would expire."  Then I was given an option to press a number to be connected with a live operator and the option to press another number to stop receiving any more "notifications".  I pressed to speak to the "operator" to ask why they're calling me since I am on the Do Not Call list.  She hung up on me immediately.  I tried to call the number back, but the number I tried was disconnected.

    Similar to the calls and responses we have received over the past 6-9 months! I'm not interested in their calls, I JUST WANT THEM TO STOP!

    I just called my state office of consumer protection, department of justice. What I was told is that there is no way to stop them calling because there is no way to trace those cell phones with no addresses. What I was advised to do was to "play along and when they ask for your credit card number ask if they are ready and give them '1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16' and by then they will probably have responded with a smart alec (or worse) answer and will hang up on you. They will probably not call you back after that!"

    Got the same call, after 1 hour I found out they wanted to charge me $700 to lower my interest rate to 6.9% At that point I just hung up.

    I see this has been going on scince 2009.Ive been recieving these calls 2>3 times a day for months, ive pressed 3 ( to stop calls) more time then I can count, I presses 1 to speak to someone usually get disconnected, but once I got through and the person on the other end called me an [***] and said "I will make sure you get calls everyday" complaning to phone company is useless they will put a trace charge you but wont give the harraasers number to me but law enforcement LOL, law enforcement doesnt do anything if they cant put money in the treasury of the state, I filed a complaint with the ftc as im on DNCL but I see the ftc hed people complaining on this issue at least scince 2009, I guess the ftc employees are to busy surfing porn on the internet to do anything

    Scam the scammers!!
    Do not give these people any account information. I too received a call from them. And when I told them I knew they were a scam he said "mam just blow me". My best advice to anyone who get a call from them is to provide them with a fake account number. All visa accounts begin with 4 MasterCard begin with 5 and are 16 digits long. Provide a fake account number. Play the game with them and waste their time like they are wasting your time.

    I work for a card service company, and we are NOT a scam.  We have saved a lot of money for a lot of people.  I'm just a woman trying to make a living, and it's apalling how people speak to me.  I am constantly being cursed at, yelled out,and generally abused on the phone.  The calls are made by computer, and transferred to me when you press one.  All I can do is the best I can do. I do understand that some people are annoyed by the calls, but to me, it's a job.  I cannot believe some of the obscenities yelled at me.  I know I wasn't raised that way.

    So I have tried stinging these guys along a few times and they are pretty savvy to that and I'm guessing that they will dissapear after they run your credit card if they get the number. They must be sucessful as they continue to opperate so the word must get out to all who they might dupe.  I wonder if there might be some way to work with a bank or the FBI to catch these guys with some sort of sting opperation.  We should stop using these boards to complain and start coming up with some ideas so catch these crooks.

    For the "trying to make a living" comment, above, does this site capture IPs at all? It'd be a great place to start!

    This company has called me numerous times.  I press 1 to speak with someone and let them know I am on the do not call list.  They still call.  Today I spoke with someone who said that I should just not answer the phone.  After hanging up on him, I went online and filed yet another complaint with the ftc about this company.  This time I stated I want to take legal action against that company.  I don't know where this will take me but I have had enough and want to start kicking some butt.

    I had a guy named "Dillon" threaten to kill me and rape my wife. What I said to him to elicit that response was pretty tame. If these people are just random [***] who buy a phone list of "suckers," then it's going to be difficult to ever stop the calls. There are just too many gullible people out there, both of the criminal and naive persuasion.

    If you're reading this because you got a call from "Member services" or "Credit card services," it's just a scam. Nothing you tell them will ever make a difference. They operate like terrorist cells, there's no one in charge, it's just a diffuse network of untraceable cell phone criminals. Hang up as soon as you hear the recording.

    Worse and more of it.  Iv'e been getting these robocalls from "Credit Card Services" several times a day.  Often only a partial message or a long dead pause followed by a couple of clicks and "Goodbye", but I've come to recognize the calls even though I don't have caller ID. Today, just before 11 AM, I got another one, and when I asked for a supervisor I was transferred to a gruff gentleman(?) who declined to give me a company address or phone number.  When I told him we are on the State and Federal do-not-call list, he became angry and dismissive; when I said that I would try to file a complaint he said he had my address and would come to my house and beat me up.  He made farting noises by blowing through his lips, and told me he would be calling every day from now on. There must be some way to shut down this outfit; they are more annoying than rats or bedbugs.I plan follow up on the suggestions made by several previous contributors, and will report back.

    VISA says this is a scam and under NO circumstances should you give them ANY personal information including your card number, any part of your social security number or address.

    You know damned well what the scam is and you're part of it! If there was anything legit about this operation, they wouldn't be hiding behing spoofed numbers and hiring lying louses like yourself!

    Same problem with them here... they call me continuously, sometimes several times a day, from 8am to 8pm. They always hang up when I ask to be put on a No Call List, and sometimes they swear at me too. Today, I played along and it turns out they wanted my full credit card number "to confirm that you are in good standing with your bank" before giving me a lower interest rate.  Yea, right, like I'd give a complete stranger my credit card number! (There may be innocent people out there who do, though... I pity them.) I did get a phone number, which goes to the "customer service" voicemail:  That number is 585-209-0559. This time the fellow was quite obscene before hanging up on me.

    You can file a complaint with your state attorney general's office (they may not be located in your state, but if they are sales-calling you then they are doing BUSINESS in your state).  You can also file with the Better Business Bureau. I also like the suggestion, above, to contact the FTC.
