I found this complaint on-line and my scenario was exactly the same.

I received a call with a recorded voice saying the call was from "Card Services" telling me that I needed to "act now to save money on my credit cards or the offer would expire."  Then I was given an option to press a number to be connected with a live operator and the option to press another number to stop receiving any more "notifications".  I pressed to speak to the "operator" to ask why they're calling me since I am on the Do Not Call list.  She hung up on me immediately.  I tried to call the number back, but the number I tried was disconnected.

we receiced the same call, hit 1, told alexis to take us off the list. she said you [***] [***], im gonna kill you, thats right [***] im talking to you- asked for a supervisor- she kept my wife on hold for 10 minutes then hung up on her- then continued to call back many times over the next hour. they stopped answering the phone. my nephew picked it up later that day and it was her cussing at the child- he told her he was a kid she and continued being vulgar- his mom came in and took the phone and told them we would complain but alexis just laughed hung up and continued to call back the rest of the day- saying she was going to take the number home and call the rest of the night- the phone company gave us a complaint line but they told us there that there was really nothing that could be done- im a bill collector and i bet if i talked to someone like this- gangs of villagers would hunt me down with pitchforks. why cant we find and put a stop to this harrassing company?

I just got a call from "cardmember services" this afternoon as well.  I am on the "do not call list."  I think the women's name was Alexis as well.  She kept trying to tell me about lowering my interest rates.  I kept telling her that we don't have a lot of debt and will be paying it off soon anyway, after saying that twice...she shouted "F**k You!" and hung up.
I had to laugh because that person is probably in the best place in her life....working her dream job.  And if she isn't, she won't be advancing anytime soon I'm sure.
I tried to call back so I could let a supervisor know and the options were to put my number on the do not call list or speak to a live person.  When I chose #2 to speak to a live person, it repeated the question.  I then used one of my other phone numbers, because I have several numbers (work from home).......And when I chose to speak to a live person, it went to voicemail and the mailbox was full.
The number that came up on my caller i.d. was  407-476-5680.

This telemarketer should be fined out of the business!  I understand it can be a challenging job.....being rude doesn't help.  I would love to know the actual companies' name, so I could let them know about this terrible employee.  I'm sure they will find out soon, if they don't already know.

    How can we stop this?

I have been receiving similar calls, despited being on the "do not call" list.  So far, I have not been cursed by the caller, but the moment the determine I am not a target they hang up abruptly.  I believe it is a scam to acquire valid credit card numbers which can be briefly used or sold to other crooks.  I have been "experimenting" with my answers to their canned line of questions.  They claim to be looking for people with credit card debt which they can "consolidate and negotiate" with the card companies to get a better interest rate.  I finally succeeded in getting one of the interviewers (obviously reading from a script in a call boiler room in Atlanta) to the point I would not proceed further.  She needed my credit card number to "check to be sure of my balance to validate that I qualify" for their offer.  At this point, I asked for the address of her company and she told me she was in a call center in Atlanta, but didn't know the company which had hired this center.  When she went to her supervisor the call was terminated abrubtly, a tactic they do immediately if they suspect their target is not actually a falling for their schpiel.

How do they get your number?  Easy....they simply do computerized random dialing until somebody answers, then deliver the computerized message "press 1 to speak to a representative of Credit Services to lower your monthly payments" and then a real human shows up.  It must be a very low cost way to get prospects, and it ought to be illegal.  I wish I knew how to put these people in jail!

this is a scam.  why would anyone entertain them.  if they get everyone hanging up or not answering... this might deter them some.  But as long as we entertain them, they will continue to think they make get one person.

I have been receiving the same calls and when I press the number to speak with them and say I am on the National DO NOT CALL list they hang up ABRUPTLY. After a few times of THEM being so rude, I finally called to lodge a complaint AND they ARE a FRAUD.  It IS about getting credit card numbers.  They are currently being investigated.  However PLEASE continue to CALL and register your complaints.  They add to the numbers all the time.  Pity the poor souls (who obviously ARE in need of services such as they process to have) that GIVE them the info.

I have been getting these calls, both on my landline and my cell phone for years.  Once this Card Services has your number, they will not stop calling.  This is not a legitimate business but a phishing type organization.  I cannot tell if they are just trying to make money by keeping you on the line and running up your bill, or trying to get your credit card numbers.

I have tried all kinds of strategies to frustrate and scare them, but nothing seems to work.   As soon as you ask them something they don't want to answer, they hang up.   I have pushed one and when the person answers, I give them a name stating I am with the Federal Bureau of Investigation.  That one is funny, because they can't hang up fast enough.  Trying to keep them on the line is fun too by playing dumb, but not if it is on your cellphone and you are using your minutes up. I have called Verizon, but they seem like total dummies on this issue.   The State attorney general wants them badly though.

I have gone to a page that lists all the phone numbers this outfit uses to try and con us and it is endless.   They must use skype to call people.  I don't know how they get your number, by chance? From some web site?  My landline is unlisted so it must be done randomly, by a machine that just calls one number after another, but hardley any of my friends or family get them.   This outfit must have access to a phone list that is massive, but which one?   I am sure when this outfit gets busted and they most certainly will get busted, it will be on the nationsl news all day long about how this operation worked, it's purpose, its success rate at what it did.  I am looking forward to that day.  I want to see the faces of the guilty as they are lead away in handcuffs from their location(s).   You can bet that the FCC is going to get them, but it won't be soon enough.

the gov does not consider this important enough. When they call and I get a live person I ask if they can call me back on my other non business line, and then give them the #of my local police station. I think from now on I will give them the # to the White House. Maybe that will stop it.

I can only re-iterate the above comments.  These people have been calling for a long time, and there seems to be no way to get a location or call back number.  It's ridiculous that "nothing can be done."  Maybe we can play them along, using phony information, to get any info from them.   DO NOT give them any valid information.  If anyone can figure out how to bring these worthless pigs down, I would like to know about it.  Peace to all the good people!!!

perhaps we can  get  a  few banks, visa,  or mastercard  to  run a sting on  them.  produuce fake   or  phony  accounts.  and maybe catch them   if they do someting with  this   moinitored  account.  the  next thing  to  do  is to get a  congressional  inquiry  intiated.     call the  local  congrssmen/woman  and  compolain to them.  if  enoughs cmplaints are made  they  will  look  into  it.

I got the same  type of call as listed above, I waited for agent and said I wanted to be taken off the list etc and she hung up on me. I did make a complaint to donotcall.gov. You can give the company name and time they called even if you have no phone number for them. Maybe if the FTC gets enough complaints they will take action against these people. I do believe it is a scam to get credit info because no reputable company would  hang up on you and take measures to have their number be untraceable if their were doing legitimate business. These scams are probably even more prevalent given the current economy.

    SCARED!
I just got this call, but after I was put on hold after pressing "1," a man answered and identified himself as a 911 operator and asked for my emergency.  I told him that I was connected to him on accident, I guess, after being on hold with a fraud credit card company (and I further told him I was going to ask the company to take my name off their list).  He then informed me that it is a federal offense to prank call 911, and told me they were dispatching police to my house to "make sure everything was ok." I told him that everything was fine, and that wasn't needed, and then he reminded me that it was a federal crime, and hung up.  I then called 911 myself, and the operator said that I had not talked to anyone from the department and that no cops were on the way.  WTF?????

    ME TOO!
She called, we pressed one. She picked up, and my h was very polite. He asked why we kept getting calls, 7 in one week, (me 4 and him 3) even though we are on the DO NOT CALL list. She said nothing and hung up. I pressed *67 and no number came up. I pressed *57. The phone company traces the number and told me to contact police if I plan to press charges. I am so tired of this. What I will do is wait 8 Weeks. They legally have that length of time to get you off of their lists, even though we requested that this be done in November. Anyway, if it happens again after that time, I will *57 it again. THEN I have grounds for pressing charges. I will get them!

Card Service april 22 - scam
just received a call w/ the recorded message and then forwarded me to a live person who was going to lower Card Services call to reduce my interest rate on my current credit card account - they premised the offer w/ by stating in 2007 Pres. Bush passed legistlation that requires lenders to review your credit every 6 mos and if you qualify to offer you a lower interest rate - they were providing this service for my lenders/credit card company etc.  immediately they asked for my expiration date to "verify" my account and that it was not "expired"  and then said ok that matches etc.  then asked for my account number - i asked them to provide me w/ a website or to send literature so that I could verify their service and they became more aggressive in stating various financial laws that were in place to protect the consumer from credit card fraud and that i had nothing to worry about - i knew it was a scam 1 minute into it but was curious to hear just how they were doing this so I could post my experience and hopefully help someone prevent fraudulent use of their information -

I too have had this one.  The number I get comes up as New Brunsw Call from a number 5062234567 and they call several times per day.  It always starts out with an automated message telling me they have important information on my credit card account.  The first time I heard it, it had such a sense of urgency I thought I had forgotten to pay one of my credit cards.  Then they tell you that you are eligible to reduce your credit card rates and to hit 1 to talk to someone or 2 to take yourself off the list.  Most of the time I don't answer it but today I did (second time they called) and hit 1 and someone answered and didn't even sound like someone that could hear me or even someone from a business.  When I called the number back it was not a valid number.  I have once before hit 1 and then I got no one to ever answer.  My intention was to tell them to stop calling but I don't ever get anyone to talk to me.  Be careful, some of these are just trying to see that you will answer so they know when to call.  And, I have even heard some can verify your credit card this way.  What can we do to stop this!!!!!
