I found this complaint on-line and my scenario was exactly the same.

I received a call with a recorded voice saying the call was from "Card Services" telling me that I needed to "act now to save money on my credit cards or the offer would expire."  Then I was given an option to press a number to be connected with a live operator and the option to press another number to stop receiving any more "notifications".  I pressed to speak to the "operator" to ask why they're calling me since I am on the Do Not Call list.  She hung up on me immediately.  I tried to call the number back, but the number I tried was disconnected.

    I pressed one to try to talk to someone and get these calls stopped. Had the most vulgar call I have ever heard. Told me everything he would like to do to my daughter and myself.  And things he would like me to do to him. (Boy, there are a lot of things I would like to do to him but not the things he wanted.) How do we put a stop to this madness.  My call was on my landline and I do not have caller ID, not that it would help stop this.  My phone company can not help, the Do Not Call registry can not help. Some how we need to get the government involved.

    I've been getting these calls for years too.  I block every the number every time they call but like so many have said, they must have hundreds of numbers.  Today I dialed 1 and told the guy to please take me off the list as I had requested several times already.  He told me nothing was free and if I wanted him to remove me I'd have to give him a b___j__.  And he just laughed at me.  Disgusting!!  There HAS to be something that can be done!  I think I'm going to take someone's suggestion and use an air horn!

    I received a call informing me they were from card member services telling  me that I could lower my interest on my credit cards. So I opted to speak to a live agent and I asked what bank they represented  The Indian (from India) sounding man said oh Visa and Master Card  I then told him that he was a  liar and a theif because I have no credit cards because my Creditors all closed my accounts for nonpayment therefore I have no interest to pay
    I then reported the call to the Chatham, Illinois police department for fraud

    Scam allowed by the phone companies, when will we the consumer demand our rights ~~~~ all these calls can be stopped by our phone company with the systems they already have.

    I get a call almost everyday from these scammers and never answer them.  They usually leave a message on the
    phone they usually use different number with the last 4 digits 1380.  I have been getting these calls for years and
    never talk to them.  Today they used 800-945-2000 first time for this number for me.  I never use a credit card anymore since I had my number stolen 3 times once when I called ahead to make a hotel reservation, once ordering something on the computer and using it at a restaurant. I don't answer the phone and if someone wants me I will call them back.  I do nothing on the computer or any place giving an information about anything.

    Can't stop them with logic or politeness so do this. I hit key 1 to talk to a live person. I ask them what this is about. Then tell them I am interested and for them to proceed. I use as much of their time as possible. At some point they realize what I am doing and I then tell them how happy I am that I have kept them from bothering more people. If we can get large numbers of people to do this we can make it unprofitable for them. I alone don't have much of an impact but hundreds or thousands would cripple them. Not sure but it could work. If someone has a better idea I am onboard. What we need is an attack plan that we can get large numbers of people to use. Only way to stop them is with large numbers. I am tired of being on the defensive and need to go on the offensive.  National call list is not protecting us.

    Don't hold your breath waiting for the FCC or the State AGs office to do anything. They put up all of this information about this but do anything (as evidenced by the fact that it still rampant). They are calling from sweatshops in India - good luck policing that and thanks for nothing phone carriers! Remember to the carriers you are just another cow to be milked.

    INSTEAD - Keep them on the line as long as possible.  If we all did that it would no longer be cost effective for them to continue the scam.  My favorite is to let them go through the spiel, then when they ask for the personal/credit card info then tell the to hold on while you "look" for your credit card. Then make them wait 5 minutes and then give them made up information.  When they tell you it's not going through tell them "sorry I need to find my glasses" make them wait another 5 minutes and then keep reading back the made up credit card with one digit changed each time and then say whoops I have the wrong card this one's expired hold on and let me find the right card - got the idea?.  Try it! It's fun and perfectly legal - particularly when they start salivating thinking oh boy! I'm gonna eat today!  My record is keeping the scammer on the line for 20 minutes.  Do the math.  If we all kept them on the line for 20 minutes they could only make three calls an hour and since maybe one in a thousand people are actually stupid enough to fall for this it would take them weeks to score.

      They have been calling me for years, sometimes three times a day! I recently got an air horn at Walmart and when they answer after I press "1", I just give them a good blast. They still keep calling, but if more people would do the same, perhaps they will eventually stop.... maybe???

    Same type of call as everyone else.  Lately, my caller ID shows various local phone numbers (no name) but the phone company shows most of them as non-working numbers.  I guess they are voice-over-internet calls, so it doesn't seem to do any good to block or report the calls.  The recorded calls usually do not give an option to opt out of the calls, so they care less about FTC regulations.  When I've talked to a person there, they hang up when I start asking specific questions about their company, especially about how to get them to stop calling.  I've even been called a liar when I say that I don't have a balance on my cards.  If they were really monitoring my credit, they would already know that.  Now I like to press the number to talk to an operator, lay the phone down, and walk away until I hear my phone disconnected from them.

    I got the usual recorded message about card member services offering to lower my interest rates.  I refused to give them the card number and the apparently looked me up by alternative means.  I even hung up on him. they called back.  when I continued to refuse to give them the actual credit card number, they 'escalated' me to the manager.  I kept asking them 'if you can look up the account, why do you need me to say the credit card number'.  the manager reiterated that the credit card number wouldn't be used for anything except negotiating a better interest rate.  this continued for a while, until I got bored.  then I hung up again.  got a call back from the same number before I could block it.  declined. then I got 2 more calls from 2 different numbers. still didn't answer

    I have been getting the same calls....they tell me they are from Consumer Credit Card and out of Atlanta Ga.  They curse at me when I tell them they are a scam and are  ghosting phone numbers from our area code.  Its always someone you can barely understand their English doing the talking after you have listened to their recorded message.  I think we need to start a campaign with our elected officials and make sure they know we will be voting against them during next years election if something isn't done about this.
