I found this complaint on-line and my scenario was exactly the same.

I received a call with a recorded voice saying the call was from "Card Services" telling me that I needed to "act now to save money on my credit cards or the offer would expire."  Then I was given an option to press a number to be connected with a live operator and the option to press another number to stop receiving any more "notifications".  I pressed to speak to the "operator" to ask why they're calling me since I am on the Do Not Call list.  She hung up on me immediately.  I tried to call the number back, but the number I tried was disconnected.

    Still happening today.  When I requested their location, they said TX.  When I requested a call back number I was told 1 800 599 NEVERMIND.  I said what does NEVERMIND mea and the woman said between "your crack and do do"!

    Just received my second call from 'Card Services' offering lower interest rates on a credit card.  The first one was from 843-743-6848 and the second was BLOCKED.  They are calling my cell phone which, according to the FCC, is in violation of their rules.  The first time I requested to be removed from their automated phone spam and they hund up immediately.  The second I requested to speak to a supervisor where he said "I bet you would" and they hung up. I've filed a complaint with the FCC with as many details as I could provide.  I suggest anyone who gets these messages to also file a complaint with the FCC.

    I recieved another call today (3/22/2011) from a credit card scam. Usually the number has some zeros in it, but this time it was a local numer. It was an automated message which I have heard before saying press 1 to speak with a representative or press 2 to be taken off the list.  They offered to lower my credit card interest rate.  I was curious so I finally pressed 1.  A man got on and started with his telemarketing lingo so I had to interupt him to ask which credit card he was refering to and he told me that he did not know.  He said that it was an automated service that connected him to me.  He said that one of my credit cards had signed me up for this offer because I had been paying my credit cards on time for 6 months.  I asked him which credit cards that they usually work with and he said Visa, MasterCard, and American Express.  Then I asked him his companies name and he told me Card Member Services and the I asked him his name and he said "Matthew".  He told me that my credit card company refered me or I would not be receiving this call and that I would not qualify unless I answered some questions first.
    I then decided to inform him that I did not have ANY credit cards and I did not understand why he was calling me.  His response was that it was probably someone else in my home. I told him that my husband also did not have any credit cards.  He then told me it must be someone using my phone number for their credit card and that he was going to look into that for me.(Wasn't that nice of him) He ended the call shortly after that.
    Also the local number that he called from was very similar to my own phone number, in fact only the very last digit was different.  I tried to call the number afterwards and it said that it was no longer in service. HMMMM!

    I got the same call and the phone # was only a few digits off from my phone number also.  I called the # back and got a message of some local folks.  These scammers are so bad.. how the heck do they use someone elses # or are they paying people to use their #????

    Today, 4/14/11 at 4:45 PM EST I received a recorded message call which rolled over to a live person telling me Credit Card Service could save me all sorts of things.  The person spoke with a foreign accent, but I could understand him clearly. It was a male voice.  After listening to his scripted message, I told him I did not own a credit card, nor would I ever own one. His reply was F--- You!  When I asked him his name he again said F--- You!  I asked how he got my number as I am on the "Do Not Call List" Again he said F--- You.  I asked him for his name, company, and his supervisor and he began saying over and over again:  F--- You.  This continued until I hung up my phone. For identification the last 4 digits of my phone are --- --- 1686.

    I have called Comcast with regard to this scam because I am paying for caller I.D. and the number that is displayed is not valid. Comcast is now on the hot seat to explain why their caller I.D. is not giving the correct information. Can you say "service not working, give me a refund on my payment...?"

    You can also call your phone service providr and complain that you are paying for caller I.D. service, and it is not working. Then it is your phone company's problem to fix the caller I.D. or give you a` refund for the caller I.D. service.

    In addition to filling a do-not-call complaint, you also need to complain to your phone service provider that your caller I.D. is not working properly.

    I've been getting calls from a "Credit Card Services" since last September, when i got a new phone number.  My phone number is a recycled number so I assumed it was for the last owner.  Then I just got a call about 5 minutes ago from a blocked number, which I don't usually answer but i did thinking it was someone i know who calls me from a blocked number.  

    When I answered, a voice recorder came on and stated this is my last and final reminder to pay blah, blah, blah and several notices have been sent to my address, which i don't recall.  So i pressed "1" to speak to the representative.  He said, "Did you press '1' to lower your rates?"  I said that i don't actually think i have any accounts with them and wanted to verify in case i was wrong and did have an account.  The man immediately apologized and said i would be removed from the list.  I tried to keep asking questions but he hung up and i don't know how to contact that company back.  

    I tried googling the service and found this scam comments.  Thank you.

    I just got a phone call from CardMemeber Services.  The man was fresh and kept telling me how sweet and nice I sounded.  He hounded me for informtaion as I kept saying that I only connected to have him put me on the do not call list.  He then said, "Remember, once you go black, you never go back" and hung up on me.  I've never had such an offensive call.  They've been calling for weeks and I just never answered.  It's so harrassing!  I know that what goes around comes around.

    Just got the same call from CardMember services (private number), I pressed 1 and tried to get info, she hung up on me, I am on the don't call list and will file a complain, very annoying

    I'm in total agreement. Just got another one of these annoying calls today. I usually ignore them, but today I actually went further than ever and got someone on the line to speak with. The woman was pressuring me into giving her my credit card number, when I said "absolutely not" to her she went on to telling me that anyone could find out my credit card # just from looking at my statement. She then told me it was the CVV2 code on the back that you actually need in order to do anything with the card. I told her she was wrong, as some places STILL don't ask for this # when you use your card. She said for me to hold on and then of course I hung up. I just had that gut instinct and actually listen to it. As soon as I hung up I went online and checked them out... and sure enough I found out it actually is a SKAM!  Thanks for sharing your experience with everyone and for confirming what I already suspected. My question is this... how on earth do they get away with this??? They have continuously called my home for at least 2 years now! Hope everyone else out there is wise to this.

    5/21/2011 -- Got the call from Credit Card Services, it was my last chance. After speaking with them they asked if I had at least $5000 on a card. IF SO GOOD. Then I would quality for help to lower my interest rates. All I needed to do was give them a card number with the most credit available. This would show that I handle my credit in good standing. When I stated "I thought this was a scam and to take my number of their list". First they asked me why I would say this. I responded that everything I am reading right now says so and there are no reports otherwise. At that point they hung up one. LOL

    I got a call from these people (Card Member Services). What I do is press 1 and play along, after I give them half of a phony Credit card number I tell the woman really Perverted stuff. I get so graphic about certain parts of her body (one in particular) it would make the Hustler Forum section blush. I notice they don't call back for 3 months. See, I've wasted 10 min of her time and creeped her out.... Unless she likes to be talked to that way.

    These people have used prepaid/unregistered cell phones to robo call in the past. Now they have the ability to spoof local numbers on the caller ID. So if you report them it's impossible to prove who really called. But if you really want to no who called you can give the folks at A+ Financial Centers a call @ 1-877-748-2626. When they answer just ask for card services. They'll be happy to admit to the calls and offer to put you on thier "no call list". The problem is they don't have a no call list.

    If there really is a legitimate business at the root of all these illegal practices -- as claimed by Telemarketer (11/09) -- who are their potential customers?  People who don't have enough sense to call their banks and ask for a lower rate on their own?  A customer can at least threaten to take their business elsewhere; what leverage would a 3rd party have?  OK, maybe the scammers could be claiming to be able to place their credit-worthy clients with other banks.  Or maybe they pose as bankruptcy advisors whose clients are "on the bubble" -- lower the rate and we'll advise them to keep paying.  Telemarketer didn't mention how she was paid, but I'm guessing % commission was involved -- why else the wide range of prices for the service, $590 to $1,295?  (I was quoted $790 by a supervisor on 6/9/11 before he hung up on me.)
    Legitimate businesses don't constantly change their names and phone numbers and pull down their websites when the FCC or an AG comes calling.  Legitimate businesses covet lasting relationships and referrals from satisfied customers.
    A lot of the call complaints result from rude and crude callers who may well also be victims of the scammers.  What if these are not employees like James (12/09) but rather are phishers who have bought into what they thought was a sweet array of untraceable technology and unlimited marks, but who now realize their success rate isn't what they expected?  Hurling profanity at the expense of the "good name" of Credit Card Services might be the only revenge they can get.  And if they are tied in to the robocallers from remote locations or cell phones, monitoring by the Company would be difficult.
    I've got 3 fake credit cards and ID's ready for the next call (see Sean 12/09).  I now know not to mention the "Do Not Call" list, except in a favorable light, as in the protection it affords against calls from those with whom I don't have a previous business relationship.  I'll be trying to best the top stall time of 18 minutes.

    We also have been receiving these calls for many months, almost always from different numbers, different states! I have pressed "1" a couple of times. The first time I let them start asking questions but I was NOT going to give them my credit card numbers or any other personal information. They obviously did not represent my credit cards or they would already have had the information. Several times since that first call many months ago I have pressed "1" to talk with someone to get our number removed from their call list. If they answer at all, they are either rude or hang up in the middle of your request to be removed. Our calls come in from places such as Jackson, TN, 1-731-256-3580 Today and June 9, 2011; Georgetown, DE,1-302-752-1422, May 31, 2011; Knoxville, Tn, 1-865-292-0385, May 31, 2011; and many more over 6-9 months, including calls from NH and other states. When I try to call back the numbers are always "out of service" or "disconnected". How can I get these people to stop calling? I have been on the DO NOT CALL LIST for years now!
