I found this complaint on-line and my scenario was exactly the same.

I received a call with a recorded voice saying the call was from "Card Services" telling me that I needed to "act now to save money on my credit cards or the offer would expire."  Then I was given an option to press a number to be connected with a live operator and the option to press another number to stop receiving any more "notifications".  I pressed to speak to the "operator" to ask why they're calling me since I am on the Do Not Call list.  She hung up on me immediately.  I tried to call the number back, but the number I tried was disconnected.

    They use ghosting.  Sometimes my own number comes up on the ID!  Time to start going after the phone companies people!  At&t must know this is happening as its been going on for at least six years now!!!!  [***]!

    I just got one of these Card Services phone calls. The dumbs*** gave me his name, his supervisor's name and the company name which I turned over to the FTC. Hate these guys.

    Recipient of calls
    Here is an effective way of dealing with this (after the automated dialer):
    1. Answer the call
    2. Put it on mute
    3. Wait until they hang up

    Repeat until they stop... Took about 10 continuous calls, nothing since...

    This keeps them busy so that they aren't doing it to someone else and also charges them for the calls.

    An alternative is to give them bogus info :) I started out this way knowing that no card issuer would ask for info and that visa/mc/Amex wouldn't do this either... They started out backwards asking for the largest balance on a card, card type, then expiration date, then card numbers after saying a single number.  I had to resist laughing.   They will tell you whatever it takes to make you believe they are legit.  Amex isn't associated with card services for instance, but they told me they are a mix of visa, MasterCard,Amex and discover... Ha, that would be the day... You can catch them in lies if you know what to ask... Just don't give your real info out.  Give them crap so that it slows them down... Don't get angry/upset or you'll feed them to do it more...

    I just lay the phone down after punching #1.  If the US government can trace potential terrorist calls from all over the world, surely, with all the technology available to them,  they shouldn't have any trouble tracing these clowns.  Apparently not enough money in it for the gov. lawyers to act on it.

    I plan on razzing my congressman about it.  Maybe I can shame him enough to act on the problem.

    Received a call from credit card company, and my phone is also registered on the No Call List. Obviously it doers no good, between Rachel at Card Holders, and this company they don't give a damn, and the government isn't stopping them.

    This number is a valid Chase number, HOWEVER, if they called you it is probably a scam. The scammer uses what is called "Caller ID Masking" which enables him to change his real number to a different number to display on your phone. He can even change it to a name like "IRS COLLECTIONS". Never give out any info to a person calling you.

    I received the same type call today, May 11, 2016, from 803.284-9065, which is reversed back to Blacksburg, SC.  The  call was a recorded voice from "Card Services" telling me that I needed to "act now to save money on my credit cards or the offer would expire."  Then I was given an option to press a number to be connected with a live operator and the option to press another number to stop receiving any more "notifications".  I pressed to speak to the "operator".  When he answered, he asked was I holding for Card Services.  I replied that I didn't know who I was holding for, since he called me. He hung up on me immediately.  I tried to call the number back, but the number was disconnected.

    I get these calls - I have for a few years in 2 different cities I lived - they don't care about the "do not call list" - almost everytime they call the caller id is different - sometimes it is even from my own phone - if try and call the number o caller id they don't answer - if able to get through to a real person it is me that called them (according to them) - I have tried to file complaints but that doesn't help for 1 reason or another

    Tell them you have went bankrupt.  They will figure your CC numbers are no longer good for anything.

    I have been receiving calls from a "Washington" number for quite some time, I usually just ignore, but decided to pick-up. I asked to verify company they were calling from, after a number of some vague responses, I told the person I did not own any of those cards, he said to **off -go**yourself.
    People actually do this for a living?

    Call from 662-752-1397 Mississippi (no city) called today.  I answered it so I could gather info for the FTC.  The phone number is good he called from, but is busy when I try to call back.

    Their web site is http://creditCardServices.com/.  There is no phone number nor address listed on their web site.

    The caller pressures me for a credit card number and expiration date several times in order to drop my credit card rate to 5%.   After I tell him I never give that info over the phone each time as an answer, he makes fun of me for acting like a female (I am female) decision maker.  After about 5 failed attempts to get my card number, he hangs up.

    Next step for me is to fill out the FTC complaint form (yum yum yum).

    II get called once to three times a DAY! from Card Services. The FTC should track these people down like pitbulls. I've selected for them not to call me, with no positive results, and selected to speak to an operator, ask them (or, start to ask them NOT to call me, and they will HANG-UP!) Time after time, for years now! Somebody HELP STOP these jerks.

    I played along. They man (with Indian accent) asked if I was ready to lower my rate on my Visa, MasterCard, or Discover.  I asked which card he was asking about and he stated that I have all three cards. I told him that I don't have Discover. He apologized and supposedly misread the info on the screen. He asked me to verify my expiration date and I totally made up a date.  Magically, my date was correct. Then he asked for my cc #.... just to verify its the correct account. I told him I wasn't giving my cc# out over the phone. He informed me that safety is a valid concern, but because they're not asking for the 3 digit # on the back or a 4 digit pin that it would be IMPOSSIBLE for someone to use my card. I then informed him that I carry a balance of ZERO on my card and therefore don't need a lower interest rate.

    When you get any kind of unsolicited calls (robo generated or not) and you get a live person from the caller, when they greet you or ask you a question you just respond "What do you lying cork soakers want to scam me out of today?"  If they respond or not just keep repeating your opening phrase over and over and over whatever they say or try to respond with.  Do this until THEY hang up.  If we all respond like this to all unsolicited and illegal calls they will soon get the message.  I do this with all unsolicited illegal calls whether if is from Microsoft about computer errors, the IRS or someone wanting to sell back braces or "Rachel" from credit card services.  I am on the DO NOT CALL list so that makes them fair game  Try it!
