I found this complaint on-line and my scenario was exactly the same.

I received a call with a recorded voice saying the call was from "Card Services" telling me that I needed to "act now to save money on my credit cards or the offer would expire."  Then I was given an option to press a number to be connected with a live operator and the option to press another number to stop receiving any more "notifications".  I pressed to speak to the "operator" to ask why they're calling me since I am on the Do Not Call list.  She hung up on me immediately.  I tried to call the number back, but the number I tried was disconnected.

    Been getting calls from "Card Services" for a long time.  I always press one informing them that they have called a number registered with the DNC list.  They normally hang up.  Yesterday I received a call and I had a recorded device that says "warning you have violated Federal law and this number is on the DNC list and you have been reported"  As soon as I hung up I received a call back from a different number but I figured it was them again.  All I hear was "enjoy your calls" I hung up before any more was said.  There is nothing that can be done or it's not a high enough priority for States or the FCC to go after.  Too bad too...I want my phone back.  I'm tired of these calls.

    I thought the mesage was in reference to my lost credit card that I cancelled.  But I already contacted the company and my balance was/is $0.00.  Got a message today from "Card Services" 1-800-261-2991 in reference to Progressive Bank (?) and RC Management(?).  Called back and was told they were a Collection Agency and we needed to settle our "debt".  The thing is WE DON'T have any debt.(outside the normal: house& car).  These people are SCUM.  Usually these people call and never leave a message.

    5-1-14:  I just received another phone call from them.  360-633-9447, location is outside of Seattle, WA.  I called Verizon to complain and was advised nothing could be done except to report them to www.donotcall.gov 

    This option takes 31 days of waiting.  The only other thing I can think of doing is press my "Speaker" button twice, answers the call and hangs up.  Maybe they'll get sick of calling.  I do believe some of them will retain certain phone numbers if they can have fun with you and call repeatedly.  Sheri M

    Until people stop falling prey to these type of scams they'll never stop. So, I have fun with them. I act very interested. Give them all the info they want. Fake name, fake card number. They put me on hold while they check my account. After about 5 minutes they come back and ask me to verify my account again. This time I change a couple numbers around and they try again. This seems to only work twice but makes them very irritable.

    Should you be so inclined be sure that when they ask how much debt you have the amount is over 3,000.

    I think I'll try talking to them and tell them that my phone number is being changed and give them my new number. My new phone number will be the same as the White House or the FBI or something.

    The whistle by the phone is a great idea IF you don't end up damaging your own ears!

    All the stories above are like my experiences so I won't bother repeating.  A few weeks ago I decided to once again talk to a REAL person and told him I didn't need lower interest rates.  I asked him to remove me from the calling list, and he said he would do that.  I asked if he had my phone number, and he said yes.  He was polite and I thought I had finally hit paydirt!  Today I got another call from CCS and spoke to a HUMAN (or sub-human).  As soon as she realized I was going to ask to be removed from the call list, the phone went dead.

    I bet the polite guy was fired.

    These people have been harassing us for years! Multiple times a day too! Today they called THREE times before 2:00 pm. When I was asked who were they speaking to I said, "All I want...." but they hung up on me before I finished my sentence. They could tell I was aggravated! It does no good to complain, try to block the number, ask to be removed from the list, or be on the do not call list, so today I gave my kids permission to answer, press one, and scream or blow a whistle (which will now stay by the phone) as loud as they possibly can into their ears as soon as they answer! We will continue to do this every time they call until they get tired of having their ear drums blown out! Maybe then they will take us off their list! Geesh! Why can't you just talk to people any more?

    I get several calls a day from these scammers.  Always the same numbers used.  The last time I talked to them (5 minutes ago), I asked them if they could take me off their call list.  He said, for a fee of $100, he would do it!  I'm considering about cancelling my number and getting a non-published number.

    Nothing works folks.  Do not call registration, complaints to the proper people/agencies, or even trying to tract these people down.  It does not work.    All of your posts are correct.  I'm not sure if this helps but I DID buy an air horn, and I hope the people get the message that I don't want to talk to them.  THIS IS A SCAM.  These people want nothing more than your card numbers.  Don't bite, because you will end up in a lot of money problems.  The easiest way to detect if these people are legit or not is to first:  Can they speak the English language so that you can understand them.  Second: Do they have an EBONICS accent?  And third:  Do they ask you for card information BEFORE they give YOU any information about how they will "lower your interest rates".  DON'T TALK TO THESE SCAM ARTISTS FOLKS..

    They use ghosting.  Sometimes my own number comes up on the ID!  Time to start going after the phone companies people!  At&t must know this is happening as its been going on for at least six years now!!!!  [***]!

    I just got one of these Card Services phone calls. The dumbs*** gave me his name, his supervisor's name and the company name which I turned over to the FTC. Hate these guys.

    Recipient of calls
    Here is an effective way of dealing with this (after the automated dialer):
    1. Answer the call
    2. Put it on mute
    3. Wait until they hang up

    Repeat until they stop... Took about 10 continuous calls, nothing since...

    This keeps them busy so that they aren't doing it to someone else and also charges them for the calls.

    An alternative is to give them bogus info :) I started out this way knowing that no card issuer would ask for info and that visa/mc/Amex wouldn't do this either... They started out backwards asking for the largest balance on a card, card type, then expiration date, then card numbers after saying a single number.  I had to resist laughing.   They will tell you whatever it takes to make you believe they are legit.  Amex isn't associated with card services for instance, but they told me they are a mix of visa, MasterCard,Amex and discover... Ha, that would be the day... You can catch them in lies if you know what to ask... Just don't give your real info out.  Give them crap so that it slows them down... Don't get angry/upset or you'll feed them to do it more...
