I would consider this phone harrassement.  Rachel from Cardholders Services has been calling for years everyday 2 or 3 times a day.  Today I took the option to let them know I am on the do not call list.  I said to them " hi my name is Debbie and I am on the do not call" and he just hung up on me.  I do believe they must have heard of the complaint before.  Please help us.

        A comment on NBC reports an FCC crackdown on robo-call telemarketing.

            Yes, there is a consumer debt crisis!
        But we are not among the “deadbeats” as reason proclaimed by Client Services employees.    

            Now pay close attention, it right outside your door.
        Have you not heard this hundreds and hundreds of times?!?
        “Hello, This is Rachel at cardholder services calling in reference to your current credit card account”.
        “…lowering your interest rate to as little as 6.9%.”
        Sounds like “telemarketing”, but is it really something more sinister?

            Missouri based “company” Client Services Inc (CSI) became a suspect in the “Hello, This is Rachel at cardholder services..”  scam August of 2011.
        They claim they are “only a third party debt collector”.
        According to their past online advertising, what they were/are selling, reselling, trading is not Consumer friendly, to say the least.

            Inquiries were made into CSI’s New York “affiliate foreign for profit company” Financial Services Solutions LLC (FSS).

            Meanwhile, Florida based American Diabetic Assistance LLC (ADA LLC)- no connection with American Diabetes Association, begins an aggressive telemarketing scheme against our State. Evidence suggests ADA LLC got their “call center services” from  CSI, whom also has hidden “call center services” in Florida, Kansas, and another “shell company” - Red Leaf Capital in Texas.

            All three, CSI, FSS & ADA LLC  were requested their Do Not Call Policies. Nothing has ever been received. It’s simply not enforced by the FTC under TCPA laws.
        BAM! Suddenly FSS goes “Inactive-Surrender of authority”, and the website mysteriously disappears!
        And now they sell/sold different stuff according to Manta online business search.
        Then ADA LLC’s “affiliate foreign for profit”- Pgkn Inc. suddenly shuts  down!!  
        So what’s going on here?! Could it be illegal?!

           Meanwhile the “Rachel robo-calls” are following patterns of stopping for a while, usually after contacting the Missouri AG. The office even assures specific “help” regarding “Rachel”.  The robo-calls slightly begin to change. The outsourced “rep” becomes domestic “live operators”. And ”Rachel” has recently added “have a great day” to the ending.

        “Telemarketing”?- or abusing loopholes & gray areas of debt collecting laws to commit all kinds of fraud, and get around FTC DNC laws.

             Another perfect example-
        There is good cause to believe that CSI re-sold “Rachel” to Arizona based Ambrosia Web Design’s (AWD) collection of “affiliate companies”.
        Even after reported as using several alias names- “Leroy Castine, Chris Ambrosia, Lee Cestine”, AWD continues to operate and “Rachel-robo-call“.
        Just take a look at the available online AZ Sec of State scanned documents. Forms are filled out in the same handwriting!
        “Ambrosia” must have forgotten how he signed AFB LLC- “Leroy Castine”,  and Concord Financial Advisors, LLC- Lee Cestine”.
        Signatures are the same!!
        AWD’s “Chris Ambrosia” is signed a little different, but the handwriting is the same!!
        Isn’t that a Felony FRAUD?!?   It certainly is from the American Consumer standpoint!! Yet the robo-calls continue……

    These calls have once again been on the increase from a "Robo dialer".

    Here's what I do:  I feign interest, saying that "Yes, I have $6000 (or whatever...) of credit card debt"  [I have no debt]

    I also agree that my interest rate is above 11% (or whatever they want to hear on that particular day).

    I lead them on for as long as I can without giving them a particle of personal information.  Then I either try to lead them in another direction, or admit that my story was completely false.

    Now what does this do for me?  It gives me the opportunity to WASTE THEIR TIME AND RESOURCES.  If enough people just did this and led them on, perhaps this company would begin to see that running this scam is no longer worth their time and expense.

      I do also lead them on, then just as i think they are about to catch on I blast a boats air horn into the phone.  Maybe if they all go deaf then they  will stop calling

    Robo call led me to a company in Florida and after a little “persuading” the owner said he used the above service.


    Also......


    Locate you local FBI field office.
    Write down the number.
    Call the telemarketer, listen to the full mailbox message.
    Press 5.
    Select change call back number.
    Leave FBI office number.
    Enjoy pleasant thoughts of angry agents kicking in telemarketers door. 8D

      I did that several times. Sometimes I get a call right back from the person I gave the FBI number to. One time he actually knew that the number was the FBI number when I gave it to him. Yes they are very pissed off when they call back. One said that that number was to report child molesters. I got a good laugh from that one. I've told them that this was a business line, medical emergencies only line, everything but they still call. If I don't answer then the dog gets upset because they keep ringing and ringing. I wish they all would get a real job. If they want to do telemarketing let them do respectable phone sex or psychic hot lines where we call them.

    Tired and fed up got scammed
    I should've read all of this first! I got scammed out of $700 and they won't refund my money as promised! Do NOT use Key One Solutions!! And I get calls about 8-10 times a day from all these companies. Nothing works even after you get scammed!

    *Regarding Rachel calls - (1) being on the Do Not Call List and submitting complaints either by computer or phone is useless; (2)  pressing 2 is not going to remove your number from their list; (3) pressing 1 to speak to a rep to to state you are on the Do Not Call List doesn't work either; (4) letting the "R-call" go to a voice mail or answering device is also an "indication" that you responded to the "R-call" even though you personally did not answer. *Any which way there is a connection made by the "R-call" to your phone is, to them, a response that you are interested in their services. *And - now the caller plays it safe by using the robo-call system so they cannot be blasted by an air horn, or a piercing alarm device, etc. [*Hint-hint ;-)  ]  *Anymore when I do press 1, I am on hold and then there is a disconnect. *I googled "Cardholder Services" and ended up with 6-P.O. Box addresses along with 6-phone numbers most of which were toll-free. *Whether phone numbers are legit -? *Check out and see.*Maybe we should try calling these numbers and "responding" as you see fit?!

    I got another call today. When I pressed 1 I asked the woman to please hear me out and not hang up on me. I explained I don't own any credit cards and that I'm on the DNC list. She said one of my lenders refered them to me and that as far as the DNC list I was a "victim of media hype, there is no such thing as the DNC list!" I told her I registered with the FTC and that if they didn't stop calling me I would file a complaint. She said "With who? There is no list" I again explained that no lender could have referred me because I have no consumer debt and I would like them to quit calling me every day. She said she could see that Racheal called me often but she wanted me to know that Racheal was a really "hard worker trying to support 3 kids and was just doing her job!" I told I can sympathize but I don't want their services, just take me off the list. Finally, she said I'd made it clear I couldn't use their services so she would remove my number. Yeah, right!!! So, what? They won't call my cell from that number anymore, just everyother number they call from. And don't get me started on my land line. I filed a complaint with the FTC today. It's my first, but I will keep these people talking everytime they call me and then file another complaint. I'm a stay at home mom with grown kids, I've got tons of time to chat them up and wasted their time!!!

This to you horrible people I come from a long line of witch doctors back to 4000 bc take heed on my warning quit your job earn your money respectfully and stop leaching of hard working who are just asking to be left alone. Know you have been told now .don't make the mistake of casting these words aside. You know now what you are feeling don't let it happen to you your forgiven for what has happened till this time.now that you have read this you are locked in . Don't let it happen STOP NOW!!!! You know why , you feel it inside you. STOP NOW!!!

    I get one call about every week. Tried pressing 3 to be removed, and they will just call back a few days later. If you stay on and talk to someone about being removed from the list, they will hang up immediately. I am tempted next time to express enthusiasm about their offer and give them bogus information. At least I can tie up one of their operators for 10 minutes.

    People should continually file complaints with their Attorney Generals office and also file with:

    If enough people keep complaining then maybe something will get done.

    The calls are being made from outside the US however most of the call centers (where you actually talk to someone after pressing 1) are in the US and the companies making the money from the scam are owned by people in the US. Asking to be removed from their calling list only verifies that they have a working phone number. They continue to call because it is a criminal operation and these criminals do not care about the law.

    Many of these calls are coming from Costa Rica and India and they are using spoofed (false) numbers, which in itself is illegal. They do cold calling for or sell the leads to numerous companies in this country and they know that what they are doing is illegal. Tomorrow this same number may be selling Cruises, Timeshares or Security Systems but if you follow the money it usually ends up in the hands of an American LLC. Keep complaining to the FTC and FCC, and start bugging our politicians to pass laws to make it punishable in criminal court instead of handing out fines that they don't pay. Another course of action is to contact phone companies to find out why they won't block spoofed numbers. With today's technology that should be an easy thing to do, unless they are somehow profiting from the use of their systems.

    For anyone thinking of using Special Information Tones (or as they're called in the industry SIT tones) to fake a non working phone number, they won't work. Since around 2001-2002, the costs of "digital" business lines have dropped dramatically, along with Voice over IP (Internet) telephone service. Neither of these use the SIT tones as the call information is carried separate from the audio.
    This separate call information tells the calling party digitally if the call was answered, busy, voice mail, forwarded, rejected, etc. This renders SIT tones useless. Also the "TeleZapper" products that used to be on the market used this method as well, and were rendered ineffective for the same reasons.
    It is also through this separate call information message that the spoofed caller ID information is transmitted.

    Robocalls are illegal unless you have given them prior permission in writing (not worded into some small print contract from a 3rd party) and are absolutely illegal to a cell phone.  The Telephone Consumer Protection Act permits individuals who have received certain unlawful telemarketing, such as junk faxes or telemarketing calls, to sue the violator in state courts where they may be awarded up to $1500 for each violation.

    Many of the disposable numbers come from Pacific Telecom Communications Group and they are currently under investigation and in the midst of various lawsuits. (The principles involved have been part of actions by the FCC under other business names).These businesses have ripped people off for millions of dollars, yet have paid only a couple of thousand dollars in fines. The only way to stop them is to throw them in prison for a few years to make this criminal activity less attractive.

    The Oregon Public Utilities Commission has revoked Pacific Telecom's certificate to provide telecom services in Oregon.

    The Indiana Attorney General’s Office filed lawsuits against:
    Consumer Credit Group and Proactive Planning Solutions of Arizona for violating Indiana’s Do Not Call Law and Auto-Dialer Act known as the robo-call law. Both companies violated the Credit Service Organization Act and Deceptive Consumer Sales Act by not obtaining $25,000 surety bonds with the state and collecting money upfront without performing any services.
    Debt Zero of California for collecting money up front, failing to provide services or a refund and operating without a $25,000 surety bond.
    Clear One Advantage of Maryland and Credit Arbitrators of Texas for violating the Credit Service Organization Act and the Deceptive Consumer Sales Act by not obtaining the required surety bonds.

    Write your Congressmen and Senators. We need CRIMINAL penalties against the companies that are profiting from these calls. Follow the money, slap them in prison, no one left to outsource to overseas boiler rooms, problem solved. Since they are operating across borders it should become a federal felony and should be handled by the FBI under the RICO Act.

    Gone on long enough
    You can't tell me that the Feds, phone companies, and government haven't had enough complaints about this matter and can't track these scammers down or stop the abuse.  I just reported it to TRA (Tennessee Regulatory Authority). I'm sure the number I gave them was ficticous because I also tried to block it and couldn't. I have received 3 - 4 of these calls daily for months. Have called them back only to be hung up on before I can finish a sentence.  If you try to block one number, they have another. Card Services, Card Member Services, whatever. My 83 yr old dad is sick and this constant ringing is upsetting him.  When the powers that be start getting these calls, maybe something will be done. Thinking of disconnecting my home phone all together.

    I too get calls from "Rachel" at cardholder services multiple times daily. I have tried everything - talking to them only to get a hangup from them, option 3 or whatever is on their menu to stop their calls, do not call list, calling the police, writing to the Texas Attorney General's, office, and blocking their number via my Comcast phone service. However I can only block up to 12 numbers and then I have to delete the list and start over. These jerks use multiple numbers, so that only works for a short few days or so. Does anyone actually use this cardholder service??????????????? How do they stay in business?
