I received a call by a man calling himself Jack Zachwalker. He said if I had a valid credit card w/ at least a dollar on it he could guarantee me a $200 gas card. I would have to pay a fee of $3.90 to get the gas card. He called repeatedly. Now the calls have stopped.

As it is, Indian scammers have now surpassed Nigerian scammers.

Numerous complaints report you are liars, claiming to be calling from various parts of the U.S., when you are really calling from overseas. Many complaints report that after providing card numbers, they got charged for much more than the $2 you claimed they would be charged. And there are reports your "gas vouchers" are effectively worthless, which should surprise no one.

He doesn't need your "personal information". He just wants your money, and for that all he needs is your card number.
"He said he didn't want my pin number and I told him it didn't matter because he could use my card without the PIN. "
But notice how he was attempting to deceive you into disclosing your card number, assuring you that since you weren't providing your PIN he wasn't taking your money. Another lie.
He lied about that, too. He's not in "Phoenix", he's in India.
One lie implies many lies.

Scammers say that to sound "authoritative" or credible, like they have some official connection to your bank, and only need you to "confirm" what they already know. It's a commonly reported fraudulent telemarketing ploy, often combined with some "free offer" or "gift", allegedly "in connection with your bank" or due to your "good credit".
The first 4 digits of all card numbers are based on the bank, and if the first digit is a 4, it's a VISA. Since VISA International is the largest credit card organization, and BofA is the largest U.S. bank, especially in consumer credit, it's easy to guess 4 and be right most of the time. There are a number of reports of this group of scammers using this same line to get the consumer's confidence.

at that point i figured it was a scam and asked what the company name was again and this time he told me he was with "Oasis Travel" i asked if thy had a website i could look up for more info and if there was anyway i could independently verify the info and he advised me that i would get all of that info after i gave him my card number.
i told him that i did not feel comfortable giving my info unless i knew who i was giving it to. he then said he would transfer me to his manager who would give me more info.
the "manager" he transfered me to (coincidentally sounded almost exactly like the first guy) started going through the whole script again.
said he was located in Phoenix, AZ but WOULD NOT give me an actual address. at this point he told me that:

but would not give me any additional information.
i then told them i wsnt interested and hung up.
the same person/same # called right back
i asked for the companies TAX ID # to verify the info and he refused (if a company is legite they would never refuse to give you their TAX ID #)
i then told them again i wasnt interested and to not call me anymore and hung up again.
i called my local FBI to see if there is anything i should/can do about this. the woman i spoke to took a basic report of all the above info and said it will be on record but there is nothing they can do unless it becomes a largely reported problem.
if you experience this you should try to get as much information as you possibly can from the person calling and report it to the FBI and/or your local authorities
