I received a call by a man calling himself Jack Zachwalker. He said if I had a valid credit card w/ at least a dollar on it he could guarantee me a $200 gas card. I would have to pay a fee of $3.90 to get the gas card. He called repeatedly. Now the calls have stopped.

Those 16 digits are your card number, and that combined with an expiration date is enough to charge your card. Since cards typically expire within a few years, it would be possible to "ping" your card number along with guessed expiration dates until a small charge went through. They could then charge whatever they wanted, although you can file fraud disputes through your bank to yank back the money.
If you gave them any card information, contact your bank immediately to block the card number.
File fraud disputes if any charges slip through.

I feel very bad when someone says a bad thing about India based on there experience with these people. The salesmen are just trying to make a living. U sitting there should do something about companies who outsource their jobs to these companies, and instruct them to do these nasty things.
