My solution to nuisance calls, of which I receive many, is never to answer the landline unless I know who is calling and want to talk with the caller. Caller ID shows number (usually) and caller, often "Unknown Name" or some other evasion, sometimes no name at all, sometimes a pseudo-ID like the one...

Continues to call after his calls have been blocked

They call, knowing my name and address, and said we spoke over a year ago. (At which time I asked to be removed from their call list). I asked him if there was any way to really get off the list, he replied "No". Also, the national "Do Not Call" list is a joke.
