I found this complaint on-line and my scenario was exactly the same.
I received a call with a recorded voice saying the call was from "Card Services" telling me that I needed to "act now to save money on my credit cards or the offer would expire." Then I was given an option to press a number to be connected with a live operator and the option to press another number to stop receiving any more "notifications". I pressed to speak to the "operator" to ask why they're calling me since I am on the Do Not Call list. She hung up on me immediately. I tried to call the number back, but the number I tried was disconnected.

Who is Stephen Hamilton? Another one of these "forums" says he's behind 800-847-2900 and has something to do with Pacific Tel. From the addresses with the post, he's in the Venice/Santa Monica area of LA.
And like Le Rat keeps saying, give up some names. There might still be a few energetic vigilantes out there, or bored ex-cons looking for someone to talk with . . .
File a complaint with the Federal Communications Commission:
1. Go to: http://esupport.fcc.gov/complaints.htm
2. Fill in the info requested.
3. At the end select the box making your complaint a sworn statement, to give it some teeth if the FCC goes after them.
Watch your balances very carefully.
IMHO, it is those people who say that they have worked for credit card company named in complaints here. OK. I have suggestion: It seems reasonable to me that if you work for scamming credit card company and quit working for it being disgruntled with them, why not disclose fully name, address and officials of scamming credit card company? Seems to make more sense to me.
If you are such tired of being not payed by company, lots of people would like you to rat on them and being employee of company, tell all that you know of them.
This would make those who were attempted to be scammed happy and would give federal people the information that they need to stop these parasitical criminals in their tracks, yes?
If the time should ever come and retribution beomes an option, I will be first in line to chop down their telephone poles! LOL
