I found this complaint on-line and my scenario was exactly the same.

I received a call with a recorded voice saying the call was from "Card Services" telling me that I needed to "act now to save money on my credit cards or the offer would expire."  Then I was given an option to press a number to be connected with a live operator and the option to press another number to stop receiving any more "notifications".  I pressed to speak to the "operator" to ask why they're calling me since I am on the Do Not Call list.  She hung up on me immediately.  I tried to call the number back, but the number I tried was disconnected.

    And I'm not "sue-happy" as someone suggested in an earlier post. I just want them to LEAVE US ALONE.

    Or, if you don't mind, just play them along for as long as you can stand it. As long as they are on the phone with you, they won't be getting your or anyone elses $$.

    Here is something that you all need to know.

    1) this may be a scam and it may not (it's probably illegal given they don't follow the DNC register)
    2) if you want a lower interest rate on your credit account, call your credit card company and ask for one. If you have good credit, your company(s) will work with you.
    2A) if you have 25 cards, then make 25 calls (and pay off and close some of those accounts).

    There is absolutely no reason to pay someone $695 or even $1295 to do something that you could do yourself. Then if you keep getting these calls, just hang up.

    These people have been calling my business number. They have also been spoofing callback numbers on the caller ID. One of the numbers they spoofed turned out to be an industrial equipment vendor that I do business with.
    Yes, they have been calling during business hours, twice a week.

      Wow, these people have been at it for a long time.  I saw complaints going back to 2009.  I used to just hang up when I got one of their calls, but they were so persistent that I decided to try to mess with them.  I press 1 to talk to a person and see how long I can string them along.  As soon as get a hint you are not really interested, they hang up.  I made a complaint to the do not call agency, but I see that people  have been doing this for years with no success.

    same thing here...been filing complaints on donotcall.gov to no avail...what a joke, both places!

    I just received two calls within five minutes.  Each was from a different area code.  I told each caller that I knew that their business was a scam.  Then I hung up on each.  Now I'm regretting that rude approach.  In future, I plan to gently ask these people why they do this kind of work.  I plan to ask each one to tell me about his or her life. I will not hang up on them.  Instead, I will treat these calls as an opportunity to practice random kindness towards people who probably could benefit from some compassion.  Of course, while doing so I will continue to reveal absolutely nothing about myself, let alone my accounts.

    anyone who has time warner phone service log on to thier website and create an account ...go to manage my phone..select blocked calls and you can enter up to 30 #s free ...these companies can call all they want and the phone never rings...all they get is a message saying the number you are trying to contact is not accepting calls from this #

    When the "Do Not Call" list was by state we here in Georgia had a good system that stopped these bogus calls.  It might happen twice but never a third time as the state would fine them 1,000 the second time but 15,000 the third and who knows how high after that.  The individuals who were called got money back from the state for reporting it starting the third call.  I never had a chance to report a company the third time and my phone was never something I swore at before I even knew who was calling.  Maybe the federal group that is handling this list is only using the phone numbers reported to sell to more telemarketers.  If they were interested in doing their job this would stop and the country's deficit would be cut in half.

    The call center is actually located in Karachi, pakistan....hope this helps.

    Received a call minutes ago.  Pressed 1 to speak to a person.  Told her I wanted to be removed from their list or I would sue.  She quickly hung up on me.

    People, all of the numbers that you have listed with the exception of 1-800-218-8787 are spoofed numbers.  Frauduantly using someone else's number instead of their own.  How do I know?  They used my number to call me one day.  This is in violation of FCC and FTC rules (laws?).  FCC and FTC will not heed our complaints.  Nothing will be done by them to stop this.  The have no power to enforce the Do Not Call lists.
    Shutting down the organization for a couple of days a year is not enforcement.  Fines of $1,000,000.00 are.

    Prove me wrong please.

    I just received a call and explained to them that my number has been on both the Federal Do Not Call list and my states Do Not Call list for three years, the girl responded "the is no call list" and hung up.

    Nothing will be done.

    I will now call the 1-800-218-8787 number 10 times a day, which will coast me nothing, but will cost them $.  Be sure to place *67 in front of their nomber, *6718002188787 to block your number from being displayed.

    I used to get this call about once a week but now it happens daily.  I have asked them to stop.  Calling the number says it is not a working number.  

    But rest assured that when they call, if I have a few minutes, I string them along for as long as possible.

    They are seemingly not interested in American Express.  They want Mastercard or Visa holders who have credit card debt but are still in good standings.

    They will ask for the 800 number on the back of your card, then ask for the card number.  I give them any old 800 number and a bad card number and name.  If you refuse to give any of that, they hang up.  If you ask for their phone number, they hang up.  If you try to stall them and drag things out, they hang up.

    I figure that if they won't remove me from their call list as a nuisance, I will occupy as MUCH of their time as I can.   Hee, hee... This I do as a public service to my fellow man!

      That implies that they can submit charges through the VISA and MasterCard payment systems.

      Since card numbers are obtained through lies and deception, and those charges are fraudulent, VISA and MasterCard could choose to cut them off, but they are not doing so.

      These scammers have actually been fraudulently claiming they are "with VISA" or "with MasterCard", or "with <fillin your bank:  Chase, Citi, whatever>".

      AmEx probably won't take their charges.

      This is just illegal phone harassment, funded by fraud, and it can't happen unless VISA and MasterCard send them money.

      Lacking any effective action by FTC, VISA and MasterCard could choose th shut down these "merchants", based on violations of the merchant agreement, such as "misrepresentation" and "fraud".



      VISA did do just that with a bunch of "acai berry" scams several years ago, under pressure from a Senate Commerce Committee investigation of fraudulent cramming.

      So how do you get that to happen?

      Start complaining to your Congressman or Senator.
      And make those complaints against not just "cardholder services", but against VISA and MasterCard, since they are the ones allowing their consumer customers to be defrauded by these leeches.

    I don't care if they have saved someone a ton of money!! They should also respect the fact that some of us do not own credit cards and do not want them, so why in the hell won't they stop calling and wasting my time, leaving messages I have to clear out for a damn service I am not even eligible for. So how is that for "venting!!!"   Not to mention if I did have cards I would not use their services because they were unprofessional and use swear words at me just for advising them I am no eligible for their services!?!?! I worked customer service for 13 years and I never behaved in that unprofessional!!

      They aren't saving anyone money.

      They are using deception to con people into disclosing card numbers, then cramming on about $800 in "fees", using threats if people complain.

    I get these calls almost daily and always press to talk to someone.  Sometimes I ask them to hold while I get my statement/card and do not speak or say anything.  It costs them for the call, not me.  Other times, I blow a whistle into the phone - suggested years ago by an operator when annoying calls were being made to my home.  Next??  An air horn.  I could care less if they are deaf for a few minutes or longer!!

    Ive got the call 20 times in 3 weeks.... if I find who they are I'd like to see them regret this scam

    I just notified the Assistant US Attorney's Officer for Washington, DC about CARD SERVICES. I am waiting to hear back to make a complaint.

    I suggest that if you are getting phone calls from CARD SERVICES, that you make a complaint with both the Assistant US Attorney for your state and the State's Attorney for your state. Strength in numbers, more complaints filed, faster response by the government.

    Please take the time to file a complaint.
