I found this complaint on-line and my scenario was exactly the same.

I received a call with a recorded voice saying the call was from "Card Services" telling me that I needed to "act now to save money on my credit cards or the offer would expire."  Then I was given an option to press a number to be connected with a live operator and the option to press another number to stop receiving any more "notifications".  I pressed to speak to the "operator" to ask why they're calling me since I am on the Do Not Call list.  She hung up on me immediately.  I tried to call the number back, but the number I tried was disconnected.

    The company is Key One Solutions. The Customer Service Number is: 888-599-7112. It starts off automated, but a live person eventually does pick up. I decided togivethem a taste of their own medicine so  I've called them 9 times so far. I suggest everyone do this. Pass it on.

    I filed a complaint and I received a reply that they couldn't do anything because the backlog is to large.
    Just be aware and don't give out any information.

    Ok...I am now instructing everyone in my family to have fun with them. Today, I got another one, on a number that you cant redial, it has 3 zeros in the middle. Anyway, I listen to the recording, press 9 and then just let them ramble. I use a fake number for my debt, then today the obviously foreign guys asks if my debt is on a weeza or a mastercharge... I asked him what a weeza was. I told him I had a Visa, and he said, yeah, thats what I said, and I said no, you said weeza...he said yes. So I said, I don't have a Weeza, but have a mastercard, in which he asked me another question, then I said, I am sorry, I only speak english, and that he would need an interperator in which he hung up. The other day, I received one, and said that I wanted some more info on him before I proceeded, and he said F you, mother F'er..... LOL I have taken an annoyance and turned it into mid day fun. If I don't have time, I simply hang up, if I am feeling frisky, I actually play with them..... No harm, no foul. Waste their time, they will eventually stop.

    These people used to call me all the time but after I blew an air horn into the phone 4 or 5 times they quit calling.

    People should continually file complaints with their Attorney Generals office and also file with:

    If enough people keep complaining then maybe something will get done.

    The calls are being made from outside the US however most of the call centers (where you actually talk to someone after pressing 1) are in the US and the companies making the money from the scam are owned by people in the US.

    Many of these calls are coming from Costa Rica and India and they are using spoofed (false) numbers, which in itself is illegal. They do cold calling for or sell the leads to numerous companies in this country and they know that what they are doing is illegal. Tomorrow this same number may be selling Cruises, Timeshares or Security Systems but if you follow the money it usually ends up in the hands of an American LLC. Keep complaining to the FTC and FCC, and start bugging our politicians to pass laws to make it punishable in criminal court instead of handing out fines that they don't pay. Another course of action is to contact phone companies to find out why they won't block spoofed numbers. With today's technology that should be an easy thing to do, unless they are somehow profiting from the use of their systems.

    The criminals behind this operation aren't going to pay attention to you asking to be removed from their list. Their calls cost them nothing and they can make a million of them a day so they have no intention of ever removing someone. When you press a key to talk to them all that is accomplished is to verify that they have a working number.
    Unfortunately blowing an air horn or whistle doesn't work either. Their headset have noise dampeners plus they are expecting it. However with that said if it makes you feel better then by all means give it a shot.

    For anyone thinking of using Special Information Tones (or as they're called in the industry SIT tones) to fake a non working phone number, they won't work. Since around 2001-2002, the costs of "digital" business lines have dropped dramatically, along with Voice over IP (Internet) telephone service. Neither of these use the SIT tones as the call information is carried separate from the audio.
    This separate call information tells the calling party digitally if the call was answered, busy, voice mail, forwarded, rejected, etc. This renders SIT tones useless. Also the "TeleZapper" products that used to be on the market used this method as well, and were rendered ineffective for the same reasons.
    It is also through this separate call information message that the spoofed caller ID information is transmitted.

    Robocalls are illegal unless you have given them prior permission in writing (not worded into some small print contract from a 3rd party) and are absolutely illegal to a cell phone.  The Telephone Consumer Protection Act permits individuals who have received certain unlawful telemarketing, such as junk faxes or telemarketing calls, to sue the violator in state courts where they may be awarded up to $1500 for each violation.

    Many of the disposable numbers come from Pacific Telecom Communications Group and they are currently under investigation and in the midst of various lawsuits. (The principles involved have been part of actions by the FCC under other business names).These businesses have ripped people off for millions of dollars, yet have paid only a couple of thousand dollars in fines. The only way to stop them is to throw them in prison for a few years to make this criminal activity less attractive.

    The Oregon Public Utilities Commission has revoked Pacific Telecom's certificate to provide telecom services in Oregon.

    The Indiana Attorney General’s Office filed lawsuits against:

    Write your Congressmen and Senators. We need CRIMINAL penalties against the companies that are profiting from these calls. Follow the money, slap them in prison, no one left to outsource to overseas boiler rooms, problem solved. Since they are operating across borders it should become a federal felony and should be handled by the FBI under the RICO Act.

    I just got the 500th phone call from these people, and previously, every time iwould hit 3 to be removed from their list. this time i hit one to speak with an operator. the young man was truely horrible, and insisted that he could not remove me from the list. when i demanded to speak to his supervisor, he said he could not let that happen. He said another department could take me off the list, and transferred me. I was on hold for a minute or so, when I was connected, it was phone sex. I hung up.

    I got a call yesterday saying that they could save me money by lowering my interest rate and I told them I wanted something mailed to me in writing explaining it and I wanted a phone number to call them back.  The woman on the phone said the offer expired that day and there wasn't time.   I repeated the request for a phone number that I could call and she was very rude and hung up on me.  Unbelievable how theese people can operate.  I feel bad for anyone who falls for this because they truly do make it sound legitimate.

    I got the first call after a nice long 6 month break today.  I know when they call cause it says Credit Card Serv or has a number I have learned to recognized.  I answer the phone and give them what they want information...

    Name: Jennifer Thomas  Social: 867-53-0999 (song Jenny from the 80's number)  Debt info: random numbers to appease them.  And then when its all explained I inform them I am recording the call and turning the recording over to FTC and all Federal and State level agencies.
    They usually hang up and don't call back for a few months.

    Sometimes when I know its them, I press 1 to get someone and answer the caller: US Marshalls Office Dept. of Homeland Security --- they usually hang up really quickly (have not seen that number in months show up)

    And other times, I just flirt with whoever it is male or female.  I go on and on refusing to answer questions just continuing to interrupt them with questions on such a sick perverted level they hang up.  --- They usually stop calling for a few weeks when I do this.

    Or I just use a air horn till I know they are either deaf or hung up.  That one does not seem to stop the calls but I get a kick out of it.

    Putting your number on the do not call list will not stop them.
    Air horns, whistles, and loud noises will not stop them.
    The company broadcasting these calls doesn't care about telemarketing regulations or their employees either.
    Best policy is 1. don't answer the phone if you don't recognize the number.
                        2. hang up instead of trying to get info from them (you won't get any)
                        3. report the calls to the phone company and the A.G.'s office
                        4. Next time DON'T ANSWER THE PHONE!!!

    When I receive a call from a new number I put it in my contacts list under Scum Suckers and assign it NO ring tone so at least after the first call they don't bother me anymore (I have filled all of the numbers in each and am up to Scum Sucker 47 now). Some phone companies will allow you to block a limited amount of numbers, however this is only a whack-a-mole solution but the only one I can offer.

    These guys are calling me every week. They cuss me out and hang up if I ask any questions. The press 1 option to stp getting their calls is useless. I started talking to them and telling them off. Doesn't do any good but its all you can do. It's shameful that they can do this and not get caught. Don't Give them any information.

    I use these calls as a huge stress relief.  I pretend to be interested and then at one point I just go ballistic.  If there is something I wanted to say to someone throughout the day they get to hear it.  I don't recommend it because they could always call authorities.  Just the other day one threatened me with that actually.  My response was "considering what you are doing right now is violating federal and state laws I doubt it."

      If you can offend them to the point where they call the authorities, that would be GREAT!  THEN the authorities could arrest them for credit card fraud and phone fraud and violating the Do Not Call list.
