I found this complaint on-line and my scenario was exactly the same.

I received a call with a recorded voice saying the call was from "Card Services" telling me that I needed to "act now to save money on my credit cards or the offer would expire."  Then I was given an option to press a number to be connected with a live operator and the option to press another number to stop receiving any more "notifications".  I pressed to speak to the "operator" to ask why they're calling me since I am on the Do Not Call list.  She hung up on me immediately.  I tried to call the number back, but the number I tried was disconnected.

For months I have been bothered with calls from "Card Member Services." It is always a recording so I used to just hang up.  Today, I pressed the "9" to speak to someone to tell them to take me off the list.  When I asked for their number, the man became very rude.  When I asked for his name, he cursed me out and said, "My name is F... You," and hung up on me.  Since my number is on the Do Not Call List, I am this day filing a complaint with the Do Not Call List government agency. When Card Member Services calls, the Caller ID says, "Out of Area," however it does list a phone number which you can use to report them. IF MORE PEOPLE WOULD REPORT THESE CALLS TO THE GOVERNMENT AGENCY, www.donotcall.gov, MAYBE WE COULD STOP THIS CREDIT CARD SCAM COMPANY.

Sorry telemarketer, but what you are doing is illegal.

It is illegal to use robocallers for commericial purposes.
It is illegal not to maintain a do not call list
It is illegal to not give people a legitimate way to be put on the do not call list.

You company will be found and prosecuted - and you will be out of a job.

Why don't you go start selling drugs on a street corner - you can justify that saying you are providing a medical service to people.

    Get a life.

You should report what you know "I apologize".  It is notoriously difficult to prosecute these shops - but you are someone with information that can actually make a case.

    Contact the FTC:
Use the complaint assistant here: www.ftccomplaintassistant.gov

    1-877-FTC-HELP

Thanks for coming to your senses - I do hope you will follow up on this.

Folks who get these calls - you are not alone.  These people are sophisticated - they know how to skirt the laws, and the FTC with their limited budget can't get them all.  They did crack down this year on at least 5 or 6 operations - but there are more.

Try to get as much information as possible - and ALWAYS report it to the FTC.  (www.donotcall.gov).

NEVER give real information, but give them some fake information.

Be careful about being really mean (horn blasting or whistle blowing or obvious attempts to waste their time), because they will put you on a robocall harassment list.  Best to always be nice- but waste as much of their time as possible.

IF YOU HAVE WORKED FOR THEM - Please!  report it.  Only people who ahve worked for them can really help to take them down.

got the usual recorded call so I pressed 9 and told them I had lots of debt and high interest.

Then kept them on hold a long time while I filled yet another FCC complaint on them

Then I came back to them told them I had filed a do not call complaint again and they came back with the story that it does not apply to them because when I sign up for a credit card I am allowing such calls. She hu

I just got the recorded call yesterday saying they could lower my interest rates on my credit cards.  Since the number called is on a do not call list, I pressed nine to speak to a rep to see who these people were. "Kate" came on the line and asked what my credit card rates were.  I told her I didn't know. I asked who she represented.  She told me card member services.  I kept asking what company she represented.  She told me "You don't listen and called me Mrs....  Then I said, " maybe it's 12.9."  She said, "Oh so at first you didn't know your rate and now you do." I then said , "Well, I don't know who you are."  At which point she hung up.  I was going to report her until I realized that number called is not one ever used for business so I googled Card Member Sevices and found this info.  They are still at it folks. She called from a cell phone in GA  832-434-9938 and obviously knew my last name from caller ID

Beware, I have asked them to remove my name from the list SEVERAL Times & informed them I'm on the no call list & all they do is hang up on me & call back a week later.  I filed a complaint with the FTC.

Obviously you work for them & your post is nothing more than an add to try to scam people into falling for these calls.

Got the same call as above from 404-895-5538 on Jan.4, 2011, I politly asked to be remove from their list and the woman rudely said, then you shouldn't have called me! I tried to redial the # and it said the Verizon phone was not receiving any calls at this time. This kind of scam really makes me mad! Thanks for posting the web page above to complain!

I was home for this call because of the snow here in North Carolina.  It was a recorded message about how there is nothing wrong with my credit cards but they can get me lower interest rates.  But it was odd and I think there was something wrong with the machine on their end because the message was playing at a fast speed. I pushed 1 to talk to a representative.  Lisa came on the line. And said some stuff too fast for me to hear but I did hear that she said she was with “Card Services.”   I have gotten enough calls like these with the exact same company name to know that if you start asking too many questions, they will hang up on you; a sure sign of a scam in my book, so I lied when she asked if I had more than $40k in debt and said I think about $60K on about 5 cards ( I actually do not have any credit card debt.  Keep in mind that my objective is simply to; 1. keep them on the line as long as possible, and 2.  potentially gain information from them so as to reduce their effectiveness. Item 1 will save a few other people from getting calls.)
We discussed a few things and she then wanted the 1-800 number from the back of the card which kind of threw me off, I had not heard that before and I since was expecting a guest at anytime I gave up the charade and said “Lisa, you should know that I lie a lot”.  After a pause she said so you mean you don’t have that debt. And I said yes. She said I wish you had told me sooner. You wasted my time.” I said “what about all the peoples time you waste and annoyed by working for a company that calls thousands of people?”  She became agitated and said did you enjoy wasting my time? And I said no I did not but that is the only way I can get any information from you people since you hang up on me as soon as I ask questions like you are about to do right now. She said that she hoped the new year would bring me lots of bulls__t because that is what you are is bulls__t. I said as gently as I could “No Lisa, your job is the bulls__t.” But I’m not sure she heard that since she had hung up on me.

I was able to keep her tied up for a little over 5 minutes but I was not too successful at getting any information other than she said she was in a call center in Texas.  I think it is possible that she actually believes she is helping people with credit problems. She is just a cog in a bigger machine.
Note that she said she was in Texas but the caller ID showed and area code in Kansas Caller ID said CALLNOTES 785-270-1653.  And I received a similar call on Friday Dec. 31 with call ID of TOLL FREE CALL 800-847-2900

I have been bothered by these people every other day.  I have asked them to remove me from their list.  They still call.  Today they hung up on me.  Is there anyway to stop them?   Why can't the government stop them?  The phone company?   I will take up their time next chance I get.

Before answering the phone, quickly jot down the number - this is critical. If the call turns out to be Card Member Services, call the Federal Trade Commission at (877) 382-4357 with the number and report them.

I have been getting calls for months now and I am just fed up with it. Finally today I called Verizon and received the information above. If we all do this we can stop them. Just be aware that they change their telephone numbers often so just because you report one number doesn't mean you won't get more calls from them. Be diligent and we will win.

I just got another one today, and like you finally pressed 1 to see what's up- one of my credit cards, Household Bank goes by Card Member Services when you call them, as they service various bank cards they bought. Anyway, I seriously challenged them, to the point of demanding a manager. Hector just kept repeating himself and would not answer my questions in a straight forward manner, I told him so and he claimed he was talking to me like he would his mother! After being on hold a while, I hung up and tried to call back the number on caller id- needless to say, it was a local number, suspiciously only 2 digits different from my home number! And it had been disconnected! I then got a call from this number- 407-767-8654 The Green Saver- according to caller ID. It was the operator who was supposed to be getting his manager for me. A Maurice came on the phone and tried to convince me they could not use my credit card number if I don't give them the CVV2 code off of the back. THIS IS NOT TRUE! I had a small business until this past year, and I took mail-order transactions, without the CVV2 code, using only their billing address! I just called them in that way. Do NOT GIVE THEM YOUR CARD NUMBERS OR ANY OTHER personal info!!! And for what it's worth, I am terminally ill, mounting medical bills and debt have made me as vulnerable as the next person, or more so, therefore this is very predatory! I am going to contact my local police and see what they say!

Do not use opt out option !!!
I spoke with the Missouri Attorney General's Office this morning and was told that these scam artists are the number one complaint being received by that office and that they are very advanced in technology so they have been unable to catch them, not for a lack of trying though. The best advice they give is to keep track of each number they call from and report them all, they will mess up and that will be their undoing but they may not mess up on a state level but through one of us so we all need to log each number they call from and report the number to the Attorney General's Office in our state. Do not use opt out option, that is how they get the information they are after in the first place.

Got a call from Rachel this evening and resisted the urge to give her what she deserves because my son was in the room.  She has a reputation for having a pretty foul mouth and knowing that I'll talk to her or a coworker soon, I opted to show him some of the complaints first.  Now he's braced and I'm primed so Rachel,  call me back please.  I've got questions.

I just recived a phone call from a "CA Cell Phone" 1-213-458-6218 saying this was the last attempt to contact me regarding my bill.  The recording said they had already sent several notices to my home address and since I hadn't responded, this was the last attempt.  The recording went on to say it was important to speak with someone at Card Services.  I pressed "1" and a man answered and said "So I understand you are interesting in lowering your interest rates". I told him no, I didn't have any credit cards and found the recording very misleading.  I asked what address they had supposedly sent notices to and what these alledged notices were regarding.  He hung up on me.  When I tried to call the number back, it said the party at that number was not taking any calls.
