Unsolicited Phone Calls

Called, me 2X today to tell me IRS is suing me. Called back 202 657 4853 busy signal

These calls come at all hours of the day! Can't understand whoever is calling as they don't speak my first language-ENGLISH! I've been telling them not to call but they keep on calling. Not sure what to do next to stop them! They tell me they're seeing I'm having a lot of trouble with my computer...
