I found this complaint on-line and my scenario was exactly the same.
I received a call with a recorded voice saying the call was from "Card Services" telling me that I needed to "act now to save money on my credit cards or the offer would expire." Then I was given an option to press a number to be connected with a live operator and the option to press another number to stop receiving any more "notifications". I pressed to speak to the "operator" to ask why they're calling me since I am on the Do Not Call list. She hung up on me immediately. I tried to call the number back, but the number I tried was disconnected.

The calls are made over a cheap VOIP connection that keeps fading out.
My guess is that this is some overseas company that the FCC cannot shut down.
Stupid as it may be I believed the so called card services people. I did give them 4 cards of high interest rates, two of which are closed out on hardship cases, after husbands unemloyment ran out June 12, 2010. Ha! Ha! waiting for the extension. I then received another call back 3 4 hours later by company phone 1-866-682-0803 http://firstfinancialassetservices.com/ They wanted to bill $695.00 on two of the cards I still pay on time .. I had already panic from my stupidity, and called and reported cards as if they where lost or stolen. I had explained the situation to my actual card company and suspected fraud... Mind ya, I give them my last for social numbers too. The first phone call even told me the balance and last payments on 4 cards, immediatly after giving my credit account info.
Powerful information to obtain so fast. making me a believer. Also the first call lied and gave me a return 1-800-945-2000 number belonging to chase cards.. Big lie,I called chase and informed them to. (3-4 hours later They return a call, wanting to make a deal with 6% interest rate... I told them I was going to skip and pay the rate my cardservice offers me. The man hung up on me... In a hardship case deal with the cardholder only, They will help lower in hardship case ... Don,t be gullible like me. I spent the rest of the day calling fcc, bbb, my card holders and I spent money *57 to trace the call twice costing me 3 to 5 bucks. I will have a tracer on record on att phone company. The company may or may not lower your interest rate, but they charge a large fee regardless. I would recommend (moneymanagement.org) to any one trying to get out of debt...Best company only charging a very small fee.. My sister was scammed on a debt consolidation . They made everthing go into a default and destroyed her credit, plus collection call her every day. She had signed already made agreement, I told her to go with MMR after already being scammed...
To late she said. MMR never lets you get behind on payments and keep some cards active for your use. http://www.moneymanagement.org/ the best solution to honest debt recovery. Been there and done that. Tough times can make us vulnerable to fraud. Please respond if this may be a rip off for my money or even identity theft? Sincerely, Diane
Here's the number she called from: 997-000-2154 of course, reverse TN check showed negative!!!!
Any call from these guys are a scam. First, do not worry about what shows up on your caller ID - this is not a valid or real # they are using technology to "spoof" caller Id - which is illegal. No legitimate company would flout FTC rules on telemarkeing by using an autodialer and calling unlisted numbers and numbers on the national do not call list. No legitimate company would hesitate to provide details on who they were, their address, phone #s, website, etc. If the company was legitimate they would know who you are, your address, etc.
How to tell if this is a scam. (1) if you have no existing business relationship with them and they called you - you did not call them, (2) if they have to ask you for your name - if they are on an autodialer they don't know who you are just that you picked up the phone, (3) if they start asking for credit card #s, bank account #s, or SSNs, (4) if they refuse to provide their company name, address, and phone # when asked - in fact they should provide this without being asked - be aware many will give out the valid address and phone of another company so always tell them you will call them back.
Scammers for sure. “Save on credit card debt and percentage rate. Call immediay or you Card will be canceled”. They want the last 4 of you SS# on the recording. Then tell you it’s wrong, asking for your CC#. What next. My DOB?!!! I hate a thief!
