I found this complaint on-line and my scenario was exactly the same.
I received a call with a recorded voice saying the call was from "Card Services" telling me that I needed to "act now to save money on my credit cards or the offer would expire." Then I was given an option to press a number to be connected with a live operator and the option to press another number to stop receiving any more "notifications". I pressed to speak to the "operator" to ask why they're calling me since I am on the Do Not Call list. She hung up on me immediately. I tried to call the number back, but the number I tried was disconnected.

Every call is their supposed FINAL offer to me.
If only it were that simple!

Anyway, after about three months of silence from the chs telemarketing criminals, we get an old (first recorded in about 2010) Non-”Rachel” cardholder services shill robo;
“This is a very important message about your current credit card account. This is your second, and final notice to lower your credit card interest rate, and payments. Press one now to find out the terms, conditions, and associated changes, before the next billing cycle. Again, this is your final notice as it relates to the financial stimulus. So press one now to take advantage of this today.”
And, If the idiot “live operator” at the other end of the phone is paying attention- you were recorded, and documented committing credit card laundering fraud!
For each and every unwanted call, please report at both Federal Communications Commission (FCC) websites.
