Under CA law is is harassment to call someone repeatedly and not say anything (silence to intimidate).

This company (319) 274-1902 called my home several times per week for 2 weeks.  When I or my wife answered the call there was no response - just silence.  Finally I had had enough and called back.  I asked immediately for them to stop calling me and to put me on their do not call list.  I was told they don't have a do not call list and then I was asked if "Valentina Johnson" lived here.  I told them no and tried to tell them how upset I was with them but they just said "all you have to say is its a wrong number."  Nonsense, they were clearly calling to get hold of this Valentina (my wife's name is Johnson and first name starts with V but not Valentina) and they were not going to say antything but keep calling until someone with the right accent answered the phone or someone called them back.  Silence being used to intimidate.  And they were targeting anyone with a name similar to this Valentina Johonson.

These guys need to be put out of business.

They are reported to be a collection agency, "CBE Group.  There are many complaints that they call numbers that might have once belonged to some alleged debtor, but continue calling even when notified they have the wrong number.

    https://800notes.com/Phone.aspx/1-319-274-1902

If they fail to stop harassing your even when you have told them they have the wrong number and must stop calling, start filing complaints with FTC, your state AG, and the Iowa Attorney General.

These people try to collect debts that are past 10 years old and already removed from credit reports. They also start collecting debts that aren't even placed in collections completely. Then you get this pay on time who clearly works for them with the same broken english saying stop spending money. Dude get a real job because bottom feeders are just that.

They start calling at 8am. and called until after 9pm. Usually when I answered there was a long silence.  I told my husband to just let it ring.  After I was laid off I decided to try to pay the bill down in small increments from my unemployment benefits.  I got the statement and another collection agency has the account.  They have not been calling to hound me.  I made a payment three days ago online to the legitimate agency.  I answered the phone today when CBE called because they had not received a payment  and they wanted to set up payments on my debt card or a check by phone.  I refused and they persisted because the client was going to take the account back in two days.  I hung up.

It is illegal for any bill collecting company to call someone before 8 a.m. or after 9 p.m., in the person they are calling's time zone. That is a legitimate complaint about them breaking the law. Keep a record of the specific times they are calling, and if they call you before 8 a.m. or after 9 p.m., you will only get an accurate record if you know 1. What company called 2. What bill collector (person) called (Get their name) 3. The office they are calling from (They could be using a Colorado phone number, but are actually sitting in Iowa, etc.) Therefore, you HAVE TO answer the call and get this information. You do have to identify yourself in order to get this information, which means they can talk to you, too. Therefore, it's not easy to get stopped, enforced and restitution. Sorry. It sucks to be right with little to do.

Debt collectors have to have their jobs, since they don't have the brains to be telemarketers, or the high moral standards of crack dealers.  One has to be a professional scumbag to have a job like that, and no doubt their mamas are proud of their scumbag kids, who finally leave the farm (and stop screwing goats--at least the family goats), to go work as debt collectors.  Sometimes the female debt collectors are cute if they're not too fat, and will usually hook up with you if you're within 100 miles or so--the ones who are married really like to play around, just like they did in high school.  The males are just plain weasels, who show up for work every day to get out of their mamas' basements (and to at least slow down on screwing the family goats).

In most cases they are bottom feeders. They get debts that are already out of collections time frame and try to keep them alive. My mother received a call today I had to take it as she is in ICU dying. I spoke with the lady and learned it was a student loan. GUESS WHAT the student loan shows on her credit report as Paid. Paid in Sept 2015. Prior to that it was with another company NOT CBE and showed as past due. She took care of this when she took care of the other couple of bills she had when her life long partner passed away. Her bills are paid but this company has somehow obtained it and trying to collect it again.

Its simple. Anyone, even debt collectors can call you until you say "stop calling me", then by law they have to stop, then its a $500 fine per call. The FCC laws works the same way as consensual sex and rape, the word "stop" separates lawful action from the unlawful action.
